Description
The Ministry of Seniors, Community and Social Services (SCSS) recognizes the complexity of the barriers and needs clients face in an ever-evolving labor market. To remain responsive and adaptive to these changes, SCSS is committed to exploring best practices, identifying new opportunities, and refining the Employment Services Delivery Model to better meet the needs of both the workforce and the economy.
The Service Provider community plays an integral role in shaping the Employment Services Delivery Model, ensuring it remains relevant, responsive, and effective in addressing the diverse challenges faced by clients.
This RFI invites Vendors to submit input on:
• qualifications needed to provide services within the Employment Services Delivery Model;
• how the Employment Services Delivery Model can best be implemented;
• how the desired outcomes can best be achieved, measured, and reported; and
• an updated Funding Model that reflects the broad range of services provided and clients served.
Throughout 2024 and 2025, SCSS will create opportunities for community engagement at various phases of the Employment Services Delivery Model’s design and implementation to gather insights from Vendors on innovative approaches to delivering services.
This RFI is an opportunity for Vendors to provide valuable input into the future design of the Employment Services Delivery Model. The insights gathered will inform the refinement of the overarching model, helping to pilot services for Job Seekers and ensure the capacity of the service sector to meet evolving needs. The Employment Services Delivery Model presented in this document, including Service Provider feedback, will be tested as part of the Minimum Viable Product (MVP) stage of the design.
Following review of the Responses to this RFI, the Province is not obligated to conduct any procurement process. Information gathered through this RFI will assist the Province in determining the requirements and provisions, scope of work and approach in the development of a procurement process. This RFI is not a competitive bid process and will not result in a contract award.
