Germany - Security services / guarding incl. porter service for refugee accommodation (2 lots)

Description

The aim of this invitation to tender is to select a suitable contractor (contractor) for each lot to provide security services, including porter services, for the following properties

Lot 1: "Shared accommodation for refugees, Gaußstraße 54-56" in 27580 Bremerhaven and
Lot 2: "Integration Center Wiener Straße 12" in 27568 Bremerhaven"
to be commissioned.

The expected annual order volume for the security services is approx:
Lot 1: 26,280 hours
Lot 2: 26,280 hours

The conclusion of this contract does not give rise to any claim on the part of the Contractor against the Client to call up a specific minimum number of hours. The actual requirement is to be provided.

Site inspection
The inspection of the premises "Gemeinschaftsunterkunft für Geflüchtete, Gaußstraße 54-56, 27580 Bremerhaven" and the "Integrationszentrum, Wiener Straße 12, 27568 Bremerhaven" is a prerequisite for participation in the tendering procedure.

Participation in the site inspection is mandatory. If you only wish to submit a tender for one lot, participation in the site visit for the respective lot is mandatory. If you wish to submit a bid for both lots, participation at both locations is mandatory.

Reason:
The buildings to be guarded have special structural features that cannot be described conclusively and clearly in this specification. The bidder can only make an adequate assessment of the situation and the services to be provided by visiting the site.

A representative of the client is on site and documents this. The bidder then receives a certificate (Annex 6 - "Proof of participation in the site visit") for each visit.

The property inspections are expected to take place in the period from 27.01.2025 to 31.01.2025 from 09:00 to max. 17:00. In order to coordinate the viewing appointments, the client requires the binding registration for participation in the property viewing by e-mail to frank.werder@magistrat.bremerhaven.de by 23.01.2025 at the latest by 10:00 a.m. of each bidder.

Participation in the property inspection is limited to a maximum of 2 representatives per bidder and will be conducted in individual appointments per bidder. The bidder representatives will arrive in the entrance area of the refugee accommodation 10 minutes before the agreed time. Approx. 1 hour should be scheduled for the inspection. Details of the inspection (inspection plan) will be given to you on site.

The bidder's representative(s) must be named when registering and must be able to identify themselves on site.

In order to comply with the principle of equal treatment, no questions will be answered during the site inspection. If bidders discover facts, circumstances, deficiencies, etc. during the site inspection that are or may be of significance for their bid submission, they are requested to ask appropriate questions. Questions in connection with the site inspection must be submitted by each bidder within 24 hours or on the next working day after completion of the site inspection via the award platform (see 1.5 of the specifications) and will be answered in text form and made available to all bidders in anonymized form via the website, via which the tender documents are also made available for download.
As proof of participation in the property inspection, Annex 6 "Proof of participation in the property inspection" must be completed in full, signed and submitted with the tender.
