Description

SUMMARIZED DESCRIPTION
The École de technologie supérieure having its head office at 1100 Notre-Dame Street West, Montreal (hereinafter referred to as the "École de technologie supérieure").
(the "Owner"), a bid solicitation for the purpose of awarding a contract for the provision of the
security guard services on its campus located in Montréal in the Ottawa, Montréal, Montréal and Montréal quadrilateral.

CONTRACTUAL PERIOD
The start of the Contract is April 1, 2021.
The Contract will be valid for a period of thirty-eight (37) months and may be renewed for two (2) additional months.

contract and to obtain all useful information, as well as to verify all conditions that may be applicable.

TENDER GUARANTEE
The Bidder shall provide with its Bid a bid security of fifty thousand (50,000) dollars.

The performance bond shall remain in effect for the entire duration of the Contract and for the
subsequent renewals. Where applicable, the Service Provider will be required to provide evidence of the
renewal of the performance bond before its expiry for the entire duration of the Contract.

No verbal information is binding on the Owner and may not be interpreted as modifying the
Tender documents.
RECEIPT OF BIDS
The Bidder must submit its Bid no later than 11:00 a.m. (local time in
force).
In light of the VIDOC-19 pandemic and the concern for the health protection of the
Bidders and employees of the Owner, the Owner prefers that Bids be
transmitted electronically, such transmission can only be made through the OACS.

Any Submission that does not comply with the above conditions will be automatically rejected.
Subject to the provisions of the last paragraph of section 1.9, the Owner shall reject any Submission that does not comply with the conditions set out above.
Submission not received by the above date and time by the above-mentioned date and time for the
presentation of Submissions. In addition, the Owner is not responsible for any delays inherent in the
electronic transmission of Submissions via OACS or to the internal transmission of any submission on
paper that is not received directly at Supply Operations.

BID OPENING
The opening of Bids will not be conducted in the presence of an audience. The opening will be filmed in
presence of a witness immediately after the deadline for the transmission of the
Submissions. The Owner will file as soon as possible the registration of the opening of
Submissions in the ODS.

ELIGIBILITY REQUIREMENTS
Failure by a Bidder to meet any of the eligibility requirements described in
the present call for tenders renders it ineligible to submit a Bid. To this effect, the
Bidder :

registrations, certificates, accreditations and attestations required;
In particular and without limiting the generality of the foregoing,
the Bidder:
o must hold an agency permit, security agency category, issued by the Bureau
of private security in accordance with the Private Security Act, RLRQ, chapter S-3.5, and

o must be a security agency which has been in operation for at least five (5) years.
- must have requisitioned, completed and signed the Tender Documents on its behalf only, such as

- must hold the Attestation from Revenu Québec as described in Section 1.15;

- must be a legal person in private law, a general, limited or limited partnership, or a partnership in
participation or sole proprietorship;
- must have authorisation to contract with a public body prior to obtaining a contract
issued by the Public Procurement Authority (PPA), as detailed in Article 1.17, if the amount
of the Submission requires it;
- must meet any other eligibility requirements set out in the Bid Documents.

COMPLIANCE REQUIREMENTS
Any Submission with any of the following non-conformities will be deemed to be Non-Compliant and will be
automatically rejected :
- Failure to comply with the deadline date and time set for receipt of Bids;
- Form 1 was not used to submit the Bid, as required in Article 1.10;
- the price submitted was not indicated in Form 1, as required in Article 1.10;
- Form 1 has not been signed by an authorized person as required in Article 1.10;
- a deletion or correction made to the submitted Price that has not been initialled;
- a Conditional or Restrictive Submission;
- the fact that the Submission was not transmitted electronically through the
OACS or the fact that it is unintelligible, infected or otherwise illegible once its integrity has been established
by OACS;
- the Bid that is abnormally low priced within the meaning of the Regulations Respecting Certain
service contracts of public bodies;
if the Bidder submits more than one Bid in response to this Invitation for Bids, all
Bids submitted by the Bidder will be automatically rejected. For

- failure to provide security in the required form and on the required terms;
- failure to comply with any other condition of compliance as set out in the Appeal Documents; and

will be deemed non-compliant and will be automatically rejected:
- Failure to comply with the location for the receipt of Bids;
- failure to return Form 1 to the Bid envelope;
- the Submission was not presented in an opaque, sealed envelope as required at the time of submission.
Article 1.10;
Any omission or error other than those referred to in the preceding paragraphs in respect of a
Submission will not necessarily result in the rejection of the Submission. The Owner may allow
the Bidder to correct it within a period of time to be determined by the Bidder. The correction must be made by the
satisfaction of the Owner and may not result in an increase in the price submitted.
In the case of a Submission transmitted by electronic means whose integrity has not been verified, the

The Owner reserves the right to reject any Bidder who, during the two (2) year period
prior to the date of opening of Bids, was subject to an evaluation by the Owner of
unsatisfactory performance, has failed to respond to a bid or contract, or has been subject to an
termination of the contract due to its failure to comply with its terms.

FULL SUBMISSION FOR SINGLE TENDER
The Owner does not undertake to accept the lowest or any of the Submissions received, nor to carry out
the subject of this call for tenders, or to carry out only part of it and may, at its sole discretion, not
do anything in connection with this invitation to tender without any compensation to the Bidders.
