ATF intends to establish a multiple award Blanket Purchase Agreements for purchase of salvage cars for use in explosives training demonstrations at the ATF National Academy for special agent basic training, industry operations investigator basic training and other advanced or specialized trainings.
Cars and motorcycles will be ordered on an as need basis.
Contractors must be in a radius of 10 miles from the Glynco, GA facility
Anticipated maximum amt of BPA - Not to Exceed (NTE) $250,000. Performance period: August 26, 2019 through August 25, 2024.
Total number of vehicles required - 250 each for the life of the agreement
Total number of motorcycles required - 50 each for the life of the agreement
REQUIREMENTS: Environmental Friendly Salvage Cars and Motorcycles
• Vehicles must be sedans, have 4 inflated tires, drained of fluids (oil, gas, antifreeze, power steering fluid) and free of excess debris inside & in trunk
• Motorcycles must have 2 inflated tires, drained of fluids (oil, gas, antifreeze, power steering fluid) and free of excess debris
• Contractor will deliver and pick up vehicles supplied by them on as needed basis to the ATF National Academy
ATF requires contractors to register in the Systems Award Management (SAM). Contractors must register and receive a Dun and Bradstreet number (D&B). Registration with D&B will allow each contractor to work as a small business within the contractor's state/locality. The contractor is responsible for making changes to his/her own information. Any changes to the contractors name, address, telephone number, company name, tax identification number, or financial institution information must be made by the contractor in the SAM. Contractors are responsible for notifying the PSB and the ATF Financial Management Division of all changes as directed by the Personal Information Changes (provided in the PSB Special Investigator Manual) so the proper updates can be made to all systems.
ATF intends to issue vendors Blanket Purchase Agreements (BPA) that will be available for placing calls/orders through August 25, 2024. The solicitation will close August 16, 2019 at 1:00 p.m. EST. This is an all or none, technically acceptable requirement.
Vendors selected from their responses to this solicitation will be offered a BPA. A BPA is not a contract. A BPA is a simplified method of procuring quantities of supplies or services that selected vendors are in a position to furnish and eliminate the need for more complex acquisition methods. There will be no minimum or maximum guaranteed quantity. All calls/orders must be acknowledged and accepted by the selected vendor, or the call will be transferred to another vendor. Calls/orders may be competed among all vendors at the same time, upon the discretion of the ATF representative. The BPA and the contractor's responsibilities there under are subject changes in Federal law, regulation and policy, which may include, but are not limited to, procedural changes related to the use of government equipment, security procedures and investigative priorities. Modifications may be sent to vendors via mail or electronic mail. The North American Industry Classification System Code (NAICS) of 488410 are appropriate designation required by the SAM.
