Description

The purpose of this Request for Proposal is to retain services to evaluate the BCER’s occupational health and safety oversight of contractors performing restoration work on orphan sites. The successful proponent will: Provide a general review and outline WorkSafe BC’s requirements for rights, roles and responsibilities as they relate to decommissioning and restoration of industrial sites (the duties) Provide interpretation of the responsibilities of the BCER in contracting service providers to perform the duties Outline procedures and requirements for determining whether a party is qualified (or not) to take on the role of prime contractor Outline program requirements, procedures and contract requirements for establishing the role of prime contractor Conduct an OHS risk assessment specific to completing decommissioning and restoration services on energy resource sites, and identify associated medium and high risk tasks associated with such activities Evaluate the need for additional protocols in the BCER’s occupational health & safety procedures as they relate to prime contractors and, in the absence of a prime contractor, contractors Review the BCER’s approach to contractor monitoring and field audits, with reference to the requirements of applicable authorities and accepted industry best practices Provide recommendations on appropriate mitigation measures based on the risks identified and assessed, and to according to regulatory requirement and OHS best practices.
