Windsor Essex Community Housing Corporation (CHC) is seeking Proponents to submit a single proposal for Flat Roof Consulting Services, focusing on two flat roof address groupings, namely address Group 1, and Group 2. Each of these roof group is further divided into two subgroups (A & B) due to the different scope of consulting service required, as further defined below:  The objective for Subgroup (A) addresses is to perform Roof Condition Assessments (RCAs) to develop roof replacement options, prepare detailed designs with construction specifications for roof replacement, assist CHC in the RFPc procurement process for construction services, and provide technical expertise in construction management services for the full replacement of flat roof structures in phases scheduled in 2024, 2025 and 2026. Within Subgroup (B), the objective is to conduct RCA only due to CHC’s belief that the affected roofs are relatively newer and do not require immediate replacement or for other CHC business reasons. Obtaining a fresh RCA report is desired by CHC to update CHC’s records to gain insights into their remaining useful life and anticipate future maintenance and replacement cost requirements in today’s market and roof technologies. Furthermore, CHC requests that all row housing type roofs (Group #2A.1, 2A.3 and 2B.1 Addresses) undergo RCA Analysis for two options: 1) flat roof replacement and 2) the possibility of conversion to pitched roofs (Asphalt/Metal shingled or other style) as an alternative to flat roof replacement. The conversion analysis must include a life cycle cost analysis of all roof options in relationship to the building's useful life.
