The Centre de services scolaires de la Capitale requests tenders to retain the services of a contractor to carry out the Replacement of ventilation - phase 4, electrical distribution and plumbing - phase 3 and renovation of the parking lot roadway - phase 3, washrooms and masonry at Neufchâtel High School located at 3600, avenue Chauveau, Québec G2C 1A1 in the period from June 28 to August 20, 2021, more precisely according to the schedule set out in Schedule 0.01.13 of the General Terms and Conditions .
The plans, specifications and any other document can only be obtained on the SEAO website.
A current portrait of the site (electronic file) is attached to the tender documents.
Questions and requests for clarification regarding the tender documents must be sent at least two working days before the deadline for receipt of bids, by email, Stéphanie Bussières, sbussieres@bbcarchitectes.ca , with a copy to the school services centre's Marilyn Desbiens ( desbiens.marilyn@cscapitale.qc.ca ) and Dany Bélanger ( Belanger.Dany2@cscapitale.qc.ca ).
All tenders must be accompanied by a bid bond representing 10% of the total amount of the tender, excluding all applicable taxes, valid for a period of 45 days from the date of opening of tenders, otherwise the tender will be automatically rejected. This bid bond must be presented on the mandatory form APPENDIX 4.01 A or APPENDIX 4.01 B of the Tender Form or in the form of a certified cheque or bank draft. It shall be exchanged at the signing of the contract, if applicable, for a performance bond and a pledge, material and service bond, always in accordance with the mandatory forms attached to the General Conditions. The amount of each of these latter bonds shall correspond to 50% of the contract price.
Tenders, one (1) original and one (1) complete copy, in a sealed envelope, shall be received at the Centre de services scolaires de la Capitale at the Material Resources Services office, 1st floor (reception), located at 125, rue des Commissaires Ouest, Québec (Québec) G1K1M7 until 3:00 p.m. on March 1, 2021 to be opened publicly at the same place, on the same day and at the same time.
Submissions may be transmitted electronically. If applicable, such transmission may only be made through the electronic bidding system (SEAO) at the following address: https://www.seao.ca . A Bid transmitted electronically must be submitted (i.e., encrypted, transmitted, time-stamped and saved on the SEAO servers) prior to the closing date and time set for receipt of Bids.
Only bids from Contractors with an establishment in Quebec or, where an intergovernmental agreement is applicable, in Quebec or in a province or territory covered by that agreement, and holding, where applicable, the required licence pursuant to the Building Act (R.S.Q., cB.-1.1), will be considered for the award of the Contract.
Bidding contractors are responsible for the selection of subcontractors, both for their solvency and for the content of their bids, and must inform them of the terms and conditions of the contract and ensure that they hold the required permits and licences.
All tenders must be made in accordance with the provisions of the Regulation respecting construction contracts of public bodies (R.S.Q., c. C-65.1, r.5), adopted pursuant to the Act respecting contracts of public bodies.
The deadline for receiving complaints made to the Centre de services scolaires under section 21.0.4 of the Act respecting contracts of public bodies (RLRQ, chapter C-65-1) is February 19, 2021.
The estimated value of the contract is C$1,500,000 to C$5,283,199.
The School Service Centre does not undertake to accept the lowest or any of the bids received.
The awarding of the contract is conditional on the authorization of funding by the Ministry of Education and Higher Education (MEES).
