PUBLIC TENDER NOTICE

The Centre de services scolaires de la Rivière-du-Nord would like to obtain quotes in a sealed envelope for the conclusion of a construction contract for the replacement of the ventilation unit as well as all related ducts and electrical systems, including a screen wall.

OBTAINING DOCUMENTS :
As of January 6, 2021, any person or company may obtain the tender documents, plans and specifications and other documents relevant to the project from the distributor SÉAO (Système Électronique d'Appel d'Offre) by going to the website " www.seao.ca ". The documents can be obtained in downloadable version, at a cost established by SÉAO. OACS assistance will be available Monday through Friday from 8:30 a.m. to 5:00 p.m. at 1-866-669-7326.

BRIEFING :
A telephone briefing is scheduled for January 14, 2021 at 1:30 p.m. Bidders will have until January 13, 2021 at 3:00 p.m. to register on the list of companies interested in participating in the information session. To register for the information session, please email appro@csrdn.qc.ca with the following information:

Name of person who will attend the information session
Telephone number to reach the person who will be attending the information session
Email address of the person who will be attending the information session


We will contact you to provide us with contact information to join the information session.

INFORMATION MEETING AND SITE VISIT :
A non-mandatory site visit is scheduled for January 15, 2021 at 10:00 a.m. The meeting point for this visit is 535 Filion Street, in the city of Saint-Jérôme, province of Quebec, J7Z 1J6, at the student entrance.

RECEIPT OF SUBMISSIONS :
To be valid and considered, all bids must be received no later than 2:00 p.m. on February 5, 2021. Bids may be submitted by one of the following methods:

(a)by electronic means via the OESO and must be filed (i.e., encrypted, transmitted, time-stamped and saved on the OESO servers) prior to the closing date and time for receipt of bids;

(b)in a sealed envelope, at the reception desk of the Centre de services scolaires de la Rivière-du-Nord, 795 Melançon Street, St-Jérôme, Québec, J7Z 4L1, before the deadline for receipt of tenders;

A bid received subsequently will be automatically rejected and returned to the bidder unopened.

OPENING OF BIDS :
Bids will be opened as soon as possible after the deadline for receipt of bids.

The School Service Centre encourages bidders to submit a bid electronically.

We remind you that the regulations do not permit the filing of several bids in the context of the call for tenders, it being understood that the transmission of the same bid electronically and on paper constitutes the filing of several bids.

BID SECURITY :
The Bidder must accompany its Bid with a Bid Security equal to ten percent (10%) of the total price quoted in its Bid. This bid security must be in one of the following forms:

(a)a bond issued in favour of the Centre de services scolaires de la Rivière-du-Nord, by a Financial Institution as defined in clause 0.01.13 hereof, which shall conform to the provisions of the model bid bond reproduced in Schedule 4.01A of the Tender Form;

(b)an irrevocable letter of guarantee issued in favour of the Centre de services scolaires de la Rivière-du-Nord, by a Financial Institution as defined in clause 0.01.13 hereof, which shall conform to the requirements of the model "Irrevocable Letter of Guarantee" set out in Schedule 4.01B of the Submission Form.

CONDITIONS OF ELIGIBILITY :
Refer to clause 1.13 "Eligibility" of the tender documents.

COMPLIANCE REQUIREMENTS :
Refer to clause 1.15, "Compliance", of the tender documents.

INTERGOVERNMENTAL AGREEMENTS :
This public call for tenders is subject to the following intergovernmental agreements, which form an integral part of the tender documents:

Quebec-Ontario Trade and Cooperation Agreement (QOATC);
Quebec and New Brunswick Agreement (AQNB);
Free Trade Agreement (FTA);


FILING A COMPLAINT WITH THE PUBLIC BODY :
The bidder must refer to the procedure available on the Rivière-du-Nord School Services Centre's website at: www.csrdn.qc.ca/a-propos/appels-offres . The deadline for filing a complaint related to this call for tenders is January 21, 2021.
