Description

The contract consists of replacing the windows of the bus shelters of the Réseau de transport de Longueuil on request.

The deadline for filing a complaint with the Principal under the Complaint Management Procedure is January 20, 2021.

Eligibility
To be eligible to bid, a Bidder :
(a) must not, at the time it submits its Bid, be registered in the Register of Ineligible Firms for Government Contracts (RENA) or, if registered, be in a period of ineligibility;
(b) must have, in Quebec or in a territory covered by an applicable Intergovernmental Agreement, an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
(c) having an establishment in Québec must hold, at the time it submits its Submission, a valid attestation from Revenu Québec that was not issued after the deadline for receipt of Submissions;
(d) not having an establishment in Quebec where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours, must submit, with its Submission, the "Absence of Establishment in Quebec" form duly completed and signed by an authorized person;
e) must have submitted with his or her Submission the "Attestation of Integrity" form duly completed and signed;
f) must have produced with its Submission a certificate of compliance issued by the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST);
g) must possess the necessary qualifications, authorizations, permits, licenses, registrations, accreditations and attestations;
h) must meet, if applicable, any other eligibility requirements specified in the Bid Documents.

Compliance
A Submission is automatically rejected for any of the following reasons:
(a) if the Bid is not submitted at the location, date and time set for receipt of Bids;
(b) if the Submission is not in French;
(c) if the price document submitted (i.e., Schedule 2.00 "Price Schedule") is missing or, in the case of a Bid submitted in hard copy, if a signature required from an authorized person on the price document submitted is missing;
(d) if the "Price Schedule" form (Schedule 2.00) is not the one transmitted by the GIVER or does not contain the same provisions;
(e) if the proposed Services do not meet the technical specifications required in the Bidding Documents;
(f) if the Bid is conditional or restrictive;
(g) if the SUBMITTER submits more than one Bid in the Bidding Documents;
(h) if any other compliance condition specified in the Bidding Documents as resulting in the automatic rejection of a Bid is not met.
