Description

The purpose of this tender is to select one party that can skillfully implement the management and maintenance of the building-related installations of the Science Park cluster of the University of Amsterdam. The contracting authority aims to optimise the use and reliability of the installations, thereby minimising energy consumption and optimising the indoor environment for all users. In addition, the contractor is expected to contribute to the continuous improvement of the sustainability of the property and to achieve an average energy label A for all buildings by 2030 at the latest. The contracting authority has the ambition to develop the result contract together with the contractor into a performance contract. Purpose of the tenderThe purpose of this tender is to select one party who can skillfully carry out the management and maintenance of the building-related installations of the Hogeschool van Amsterdam. The contracting authority aims to optimise the use and reliability of the installations, thereby minimising energy consumption and optimising the indoor environment for all users. In addition, the contractor is expected to contribute to the continuous improvement of the sustainability of the property and to achieve an average energy label A for all buildings by 2030 at the latest. The award criterion in this tendering procedure is the most economically advantageous tender on the basis of the best price/quality ratio. The price-quality ratio is 40-60. The tenders will be assessed on the following aspects: sustainability, energy saving, transparency, service orientation and implementation. The exact details of the award criteria will be announced in the award phase.Scope of the contract The contract concerns the management and maintenance of all the building-related systems (mechanical, electrical and transport) of the Hogeschool van Amsterdam. A precise overview of all installations will be provided in the award phase. The size of the contract The Hogeschool van Amsterdam has a total size of approximately 242 000 m2 gross floor area (GLA). The HvA has 11 buildings, spread over 6 locations in Amsterdam. The Amstelcampus has been completely renovated in recent years. Expansion of locations and disposal of existing housing are planned for the coming years. The Conradhuis will be inaugurated in mid 2021 and the Leewenburg site will be divested. The agreement enters into force on 1.1.2020 (the first 3 months of which concern a transfer period, the actual work starts on 1 April), has an initial term of four (4) years and ends by operation of law on 31.12.2023. After this period, the contract can always be unilaterally renewed by the client on the basis of the original contractual conditions for a period of two (2) years. The Agreement may be renewed up to three (3) times. The agreement therefore ends by operation of law on 31.12.2029. A waiting room agreement will be concluded with the tenderer who finishes second in the ranking.
