Description
The scope of the contract covers activities relating to the operation and maintenance in operational conditions in order to ensure the availability and safety of heating, air conditioning, ventilation and fluids (HVACF) installations in the CEA/DIF centre and TGCC buildings. They include:- operation (recording and monitoring of parameters, checks, acknowledgements, logging, shutdown/restart of equipment, energy and fluid management, sampling, adjustments, etc.).);- preventive maintenance and periodic inspections and tests;- troubleshooting;- minor works (minor operations to modify installations);- compliance following VRP, participation in OPR, expert appraisals, etc.;- method: drafting of maintenance ranges, operating procedures, safety documents, intervention reports, stock management, field REX;- planning of interventions.
The services are to be carried out at the CEA/Bruyères-le-Châtel centre of the CEA/DAM which has the following indicative characteristics:- located at Bruyères-le-Châtel 30 km south of Paris (2,300 people, 41 hectares, 119 buildings representing 139,018 m2 of exploited area) including its annexes adjoining the site (TGCC, Poste Petit-Bois, rupture de charge, Teratec plateau occupied by the CEA).The scope of the contract covers all the heating, air conditioning, ventilation and fluid installations in the buildings of the CEA/DIF centre and the TGCC, including in particular the following installations and equipment:- heating;- the central boiler room comprising three gas-fired boilers;- the steam production circuit generated by two gas-fired boilers (in addition to the three boilers referred to above);- heat recovery consisting of three heat pumps;- primary circuits and secondary distribution circuits;- substations (including: exchangers, circulating pumps, water make-up circuit; expansion tank)...);- the heating/ventilation installations of the INB zones;- the PLCs, regulators and supervision systems linked to the heating, air-conditioning and ventilation installations;- the air-conditioning, ventilation and cooling installations of the computer buildings;- the air-conditioning, ventilation and cooling installations of the clean rooms;- the air-conditioning and ventilation installations of the buildings classified as INB;- all the fume hoods, extractors, fume cupboards and VMCs in the centre;- the fire dampers and smoke extraction systems;- the PLCs, regulators and supervision systems related to the ventilation and cooling installations;- the air conditioning, ventilation and cooling installations of the tertiary buildings and offices in the centre;- fluids;- the gas network of the centre and the gas expansion stations;- the production and distribution of industrial compressed air in the centre;- the production of breathable compressed air in certain buildings;- the gas distribution networks from the general tanks (the supply and maintenance of these tanks being outside the scope);- the distribution of independent gas plants (expansion valves, flexible hoses).The service will be part of an obligation of result, and as such will have to meet objectives:- optimisation of operating costs;- compliance with safety rules;- quantified and measurable performance (response times, downtime ....The "air conditioning, ventilation, heating, fluids" utilities supply Installations classified for environmental protection (ICPE), basic nuclear installations, individual installations, conventional buildings (administrative and/or industrial).All services will take place during the centre's opening hours but on-call duty and interventions outside opening hours will also be required. All services are subject to registration in the CEA's CMMS. The contract comprises:- a six-month takeover phase;- a three-month inbound reversibility phase;- a twelve-month ramp-up phase;- an operational phase consisting of two firm years and three optional years;- a three-month outbound reversibility phase in parallel with the last three months of the operational phase.
