Description
Deutsche Energy Terminal GmbH intends to award a contract for the procurement of guard towing services for liquefied gas terminals in Wilhelmshaven I, Wilhelmshaven II and Stade in accordance with the enclosed documents. A detailed description of the required performance characteristics can be found in the specifications and the appendices.
The energy world is in a state of upheaval. In these times, we are reminded of the great value of security of supply. It is the basis for a competitive business location and the general livelihood of modern society. Decisively and quickly, the German government is creating new import routes for liquefied natural gas (LNG) to compensate for the loss of pipeline-based energy transports.On behalf of the German Federal Ministry of Economics and Climate Protection, the newly founded DET is operating the first German liquefied natural gas terminals, through which liquefied natural gas is fed from ships into the gas grid.Currently, four liquefied natural gas terminals on the North Sea coast are in preparation. One liquefied natural gas terminal in Wilhelmshaven and Brunsbüttel are already in operation, the next liquefied natural gas terminals will follow in Stade and at another site in Wilhelmshaven.DET is responsible for the operational management of these liquefied natural gas terminals. In order to fulfill this task, DET wants to enable non-discriminatory marketing of liquefied natural gas capacities. For this purpose, an electronic marketing platform is required.DET intends to commission an external service provider to provide guard towing services for the liquefied natural gas terminals Wilhelmshaven I, II and Stade.The term liquefied natural gas terminal in the following covers both the "Floating Storage and Regasification Units" ("FSRU") and the onshore handling facilities (superstructure).The subject of this tender is in particular:- Stationing of guard tugs in the vicinity of the transshipment site- Ensuring the operational capability of the guard tugs (24/ 7/ 366).- Assumption of seaward fire extinguishing activities in the event of fire on board the liquefied natural gas tanker and / or the liquefied natural gas terminal in coordination with local port authorities as well as fire departments.- Assumption of immediate measures in the event of overloading of the liquefied natural gas tanker and / or the liquefied natural gas terminal in coordination with local port authorities as well as fire departments. Taking over immediate measures in case of overload of the mooring lines or a breakaway of lines of the FSRU and / or the liquefied natural gas carrier in case of strong winds (wind speeds > 14 m/s or on instruction of the liquefied natural gas terminal operator).- Taking over common tug activities (positioning, pushing, pulling) outside of emergency situations during berthing and berthing of a liquefied natural gas carrier on instruction of the liquefied natural gas terminal operator.- Taking over common tug activities outside of emergency situations during berthing and berthing of a liquefied natural gas carrier on instruction of the liquefied natural gas terminal operator. Taking over common support services outside emergency situations on instruction of the liquefied natural gas terminal operator.Based on current planning as well as the construction progress at individual liquefied natural gas terminal sites, DET assumes the following service periods:- Wilhelmshaven II: 01.03.2024 - 31.12.2026;- Stade: 29.12.2023 - 31.12.2026.DET reserves the right to adjust the start of services depending on the construction progress at individual sites. The term as well as the minimum purchase quantity of the respective order shall remain unchanged.The Client shall have the option to request guard tug services for the Wilhelmshaven I liquefied natural gas terminal for the following performance period:- 01.12.2023 - 31.12.2032.The Client shall have the option to request the Contractor to secure the liquefied natural gas terminal and the liquefied natural gas tanker at the Stade site by a second guard tug for the period from 01.01.2025 - 31.12.2026.
