The Project Manager, CIUSSS de l'Est-de-l'Île-de-Montréal, 5415, boulevard de l'Assomption, Montréal, QC H1T 2M4, is requesting bids for the construction of the above-mentioned project.
Tender documents are available to interested parties only through the SÉAO electronic tendering system ( www.seao.ca or for the Montreal region at 514-856-6600 or toll-free outside Montreal at 1-866-669-7326).
BIDS MUST BE ACCOMPANIED BY A BID SECURITY IN ACCORDANCE WITH THE FOLLOWING CONDITIONS:
In an amount equivalent to a percentage of the bid price and in the form determined below:

A bid bond issued by a financial institution in the amount of ten percent (10%) of the bid price.
(10%) of the bid price, valid for a period of forty-five (45) days from the bid opening date; or
A certified cheque or bank draft made payable to the Project Manager in the amount of five percent
(5%) of the bid price; or
An irrevocable letter of guarantee issued by a bank, savings or credit union or trust or savings company and conforming to the provisions of the Project Manager's "Irrevocable Letter of Guarantee" form in the amount of five percent (5%) of the bid price.

Only contractors with a business office in Quebec (N.B. when an intergovernmental agreement is applicable, add the following text: "or in a province or territory covered by that agreement") and holding the license required under the Building Act are eligible to bid.
A contractor holding a restricted license issued by the Régie du bâtiment du Québec or registered in the register of companies ineligible for public contracts (RENA) and whose period of ineligibility for public contracts has not expired, is not eligible to submit a bid; these two cases of ineligibility also apply to the bidder's subcontractors.
Bidders are responsible for the choice of subcontractors, both for their solvency and for the content of their bid; and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licenses.

Tenderers wishing to receive information or clarification regarding the call for tenders must do so in writing. CIUSSS-EMTL reserves the right not to consider a bidder's request for clarification if such request is received less than THREE (3) working days prior to the deadline for receipt of bids.
Bidders wishing to submit requests for equivalents or substitutions must do so during the bidding period and in writing no later than February 5, 2024 at 2:00 p.m. .

Information visit:
During the tendering period, the Project Manager will organize an information visit to the Institut universitaire en santé mentale de Montréal (Pavillon Cloutier): 7401, rue Hochelaga, Montréal (Québec), H1N 3M5 (meeting point at the main entrance to Pavillon Bourget) on January 31, 2024 at 10:00 a.m. . During these visits, representatives of the Project Manager will answer questions from bidders. Bidders are invited to participate in this site visit. Failure to attend shall not serve as an excuse or pretext for any errors, omissions or irregularities on the part of any bidder. Each bidder is responsible for delegating a representative to the site visit. All bidders, contractors and subcontractors will be deemed to have visited the site and no claim for lack of knowledge of the site will be submitted or accepted. Furthermore, the Project Manager assumes no responsibility to bidders who do not attend the site visit for information that may have been given during the visit.
The Project Manager does not undertake to accept the lowest or any bid received.
