The Federal Aviation Administration (FAA), Eastern Acquisitions-AAQ-590, College Park, GA, is issuing Screening Information Request (SIR) Number 697DCK-19-R-00280, to Remove and Install Two Perimeter Fences at Ault, CO (QFG) and Judith Mountain (QLJ) Remote Communications Air/Ground (RCAG) facilities, as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice.

The estimated magnitude of construction is under $100,000.

This is a firm, fixed price (FFP) procurement. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 238990, All Other Specialty Trade Contractors with a small business size standard of $15M. This requirement is offered to all qualified, responsive, responsible concerns and offers will be considered using a tiered order of precedence:

Tier One-8(a) and SDVOSB

Tier Two-Small Businesses

Tier Three-All Offerors

Adequate competition is defined as at least two (2) competitive offers received from qualified, responsible business concerns at the tier under evaluation.

NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA’s new Acquisition Management System (AMS) became effective on April 1, 1996 and applies to this requirement.

SITE VISIT

The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on May 15th, 2019 for the Ault, CO (QFG) location and a one-time site visit will be conducted on May 23, 2019 for the Judith Mountain, MT (QLJ) location. Please provide Kristin Frantz with a list of attendees at least one day prior to the appointed date at Kristin.T.Frantz@faa.gov. The on-site POC will be Kristie Maw and her contact information is: Kristie.maw@faa.gov, Work: 206-231-2672. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED.

This solicitation is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.

No individual notification of any amendments will be provided. It is the Offeror’s responsibility to visit this website frequently for updates on this procurement.
