Description

The purpose of this consultation is to select an operator with a view to concluding a public service delegation-type concession contract for the design, financing, construction and operation of the Planguenoual waste incineration plant, as well as the operation of the existing UIOM until its dismantling. The future Concessionaire will be responsible for operating the uiom and the Planguenoual uve, at its own expense and risk. The contract will also entrust the Concessionaire with the design, financing and execution of the compulsory works described in the tender documents.

The future concessionaire will be responsible for operating the Planguenoual uiom and uve, at its own expense and risk. The contract will also entrust the Concessionaire with the design, financing and execution of the compulsory works described in the tender documents. Designing, building and financing the compulsory works. o As regards design, the Concessionaire is responsible for carrying out all studies, preparing all files, and obtaining all administrative authorizations required for the construction and operation of both the uiom and the uve. The Concessionaire is also responsible for carrying out public inquiries.O For construction: the Concessionaire is responsible for carrying out the work in accordance with the program of works set out in the tender documents. ? For the management and operation of the Facilities, the Concessionaire is responsible for managing and operating the following facilities:o The Uiom, from the contractual start-up date until its dismantling,o The Uve, from industrial commissioning until the end of the Contract.Operation of these facilities includes:o The reception and treatment of part of the waste collected within the Syndicat's perimeter, concerning the following flows:? For the uiom: - residual household waste (omr);? For the uve : - residual household waste (RWH); - refuse from the sorting and preparation center for incinerable RDF, from the ti valo plant;? Treatment of waste brought in by cooperating local authorities;o Energy recovery from waste and marketing of the electricity generated in collaboration with the Syndicat; o Marketing of ferrous and non-ferrous materials;o Marketing of available Plant capacity;O Handling of by-products generated by the uiom and uve, i.e. REFIOM and bottom ash.O ? Upkeep and maintenance of the uiom and uve, including major maintenance and renewal.
