1. The United States of America, acting through the Millennium Challenge Corporation ("MCC"), and the Government of Benin (the "Government"), signed on December 14, 2022 in Washington DC, a Millennium Challenge Account-Benin Regional Assistance Compact in the approximate amount of two hundred two million (202,000,000) U.S. dollars ("MCC Financing"), and a contribution from the Government of Benin of fifteen million one hundred and fifty thousand (15,150,000) US dollars to promote poverty reduction and economic growth in Benin ("The Compact"). The Government acting through the Regional Compact Formulation Technical Team intends to use a portion of the MCC Grant for eligible payments under the Contract for which this Request for Applications (RFA) is issued. The Compact and its associated documents can be consulted on the MCC website (www.mcc.gov) and on the website of the Regional Compact Formulation Technical Team (www.ucfbenin.bj).

2 The Regional Compact Formulation Technical Team hereby invites eligible individual Consultants to submit their applications for the provision of Consultant services in the capacity of FIDIC Expert (International Federation of Consulting Engineers) to train and advise MCA-Benin Regional staff as required through the issuance of Service Orders (SO). The Consultant will be engaged for a base period of twelve (12) months followed by six (6) optional periods. Further information is provided in the Request for Proposals (RFP).

3 This RFQ is open to all qualified national and international Individual Consultants who wish to participate in the activities of the Benin Regional Compact Formulation Technical Team.

4 Consultants will be selected in accordance with the procedures for the selection of Individual Consultants set out in the MCC Program Procurement Guidelines available on the MCC website (www.mcc.gov/ppg).

6 Individual Consultants may request clarification of this Request for Applications by e-mail to UCFBeninNigerIPA@crownagents.co.uk, specifying in the subject line "ICS023-Request for Clarification" no later than September 14, 2023 at 2:00 p.m. - UTC+01:00 p.m., so that responses can be received no later than September 18, 2023 at 5:00 p.m. - UTC+01:00 p.m.

7 Interested Consultants are invited to submit their technical and financial proposals electronically (File Request Link - FRL) no later than September 22, 2023 at 17:00 - UTC +01:00 in accordance with the instructions provided in the Request for Applications.
