Description

The National Company of Luxembourg Railways (CFL) is planning to modernize the Dudelingen/Bettemburg marshalling yard by renewing the interlocking and shunting equipment and fundamentally optimizing the alignment in order to ensure modern, high-performance operations in the future. The subject of the announcement is the selection procedure for the tendering of consulting services for the overall project as well as the planning services for the technical equipment for the shunting technology for the work phases design planning, preparation of the award of contract and participation in the award of contract.
The task definition for the overall project comprises the following sub-tasks in detail: - Modernization and reconstruction of the entire marshalling yard - Redivision into train formation groups 1 and 2 - Deconstruction of the previous hump and the previous valley and directional track brakes Realization of a new hump yard with hump yard and modern shunting equipment (track brakes) as well as the associated process control technology - Construction of a new EASTW electronic hump yard interlocking - Construction of new service bypass tracks taking into account the new flyover structure for the line in the direction of Düdelingen (Line 6b) - Adaptation of the interfaces to areas outside the project perimeter (connection of terminal and lines, including consideration of the necessary switch connections and the ESTW) - Determination of necessary buildings The subject of the contract is the consulting services for the overall project, in particular the project management for the preparation of the design planning ("Avant Projet Détaillé"), where a complete and detailed elaboration of all project components is included, including a precise definition of all structural facilities, a comprehensive description of the sequence and duration of construction activities as well as a detailed cost breakdown. The result is the application document "Avant Projet Détaillé" (APD). Furthermore, the planning services of the shunting technology for the service phases design planning, preparation of the award of contract and participation in the award of contract are to be provided. This planning includes, among other things: - Verification of the technical functionality and safety of the shunting systems. - Analysis of procedures and processes in order to identify optimization potential. - Preparation of expert opinions and certificates for official approvals. - Support for maintenance and modernization measures. - Advice on the planning of new shunting facilities.
