Description

DFS Deutsche Flugsicherung GmbH (hereinafter referred to as DFS) intends to install a network of ground systems to receive ADS-B data. For this purpose, an ADS-B ground system consisting of 2 antennas as well as 2 receive channels (1090 ES) and GPS time reference is to be installed at 16 selected locations throughout Germany. The contract to be awarded comprises the supply and installation of the ADS-B ground systems as well as other associated supplies and services. DFS operates a complex surveillance infrastructure consisting of conventional radar systems and multilateration systems for the localisation of aircraft, so that the airspace to be monitored by DFS is covered in several ways. This infrastructure is to be successively expanded through the installation of ADS-B ground systems. The first step in this direction is the comprehensive coverage of ADS-B-capable air traffic in upper airspace. In two subsequent steps, DFS intends to invite tenders for additional ADS-B Ground Systems for the coverage of air traffic in lower airspace. The procurement measure comprises the delivery, assembly, configuration and installation of 16 ADS-B Ground Systems (and an option for three additional systems), as well as other associated supplies and services (e.g. training and a spare parts repair contract for the lifecycle of the ADS-B Ground Systems). The ADS-B Ground Systems to be delivered must be at least compliant with EUROCAE ED-129B. Should the Federal Supervisory Authority for Air Navigation Services issue corresponding regulations during the project term - which the awarding authority assumes to be the case - the contractor must obtain the corresponding type certificate for the ADS-B Ground Systems.
