Acquisition of two (2) 6X4 diesel trucks, MTC of 31,292 kg, new with one (1) purchase option, in accordance with the following specific characteristics and specifications:

Shipping & Returns
FAB SUPPLIER
The supplier undertakes to deliver the requested goods by 15 May 2020 at the latest in accordance with the requirements of this document. All equipment and accessories must be new and of the 2019 model year or later.
Supplier evaluation
The RMC will evaluate the performance of suppliers and service providers and will not be required to award contracts to them for two (2) years following an unsatisfactory performance evaluation.
Guarantees
Manufacturer's warranty
The equipment or target must be covered by the manufacturer's usual warranty, even if the requirements related to the minimum warranty required by this call for tenders are lower than those offered by the manufacturer's usual warranty. The supplier undertakes to comply with all the clauses of the manufacturer's usual warranty and must attach a written certificate of this warranty to his bid. A confirmation of all warranty registration documents with the various suppliers must be provided upon delivery.
In the event that a requirement greater than the manufacturer's usual warranty is required, this requirement that the supplier must meet in his offer will be indicated in the "Warranty" table in the "Specific Requirements" section.
Information on guarantees
The supplier must describe the applicable warranties on the equipment that the CGER wants to acquire and must provide with its bid written proof of the warranties mentioned.
Minimum warranty required: 2 years (100,000 km) on all equipment and 5 years (300,000 km) on the powertrain. This coverage must cover parts and labour, and this, without any deductible amount.

It should be noted that the CGER reserves the right to reject a bid submitted by a supplier that has been the subject of an unsatisfactory performance report on contracts of a similar nature during the two years preceding the opening date of this call for tenders.
The CGER also reserves the right to reject a bid submitted by a supplier whose contract of the same nature has been terminated within the last two (2) years preceding this call for tenders, due to its failure to comply with any of the terms, conditions or obligations of such a contract, without further formality.
This call for tenders is subject to the Agreement on Internal Trade (AIT), the Agreement on Trade and Cooperation between Quebec and Ontario (ACCQO), the Agreement on the Liberalization of Government Procurement of Quebec and New Brunswick (2008) (AQNB 2008), the Inter-Governmental Agreement on Government Procurement between the Government of Quebec and the Government of New York State (AQNY) and is open to suppliers from provinces and territories that have signed at least one of these agreements, ALEC and AECG. Only bids submitted by bidders with the qualifications, authorizations, permits, licences, registrations, patents and certificates required and necessary under the requirements of this call for tenders and/or applicable laws and regulations will be considered.

The supplier must have at least one (1) establishment in Quebec, or in the territories covered by the applicable public procurement liberalization agreements, offering a replacement parts and maintenance service.

Quality assurance (optional)
The supplier must provide, with its bid, a copy of its registration certificate and that of its manufacturer or manufacturer issued by an organization that is a signatory member of the IAF (International Accreditation Forum) or by an accreditation body recognized by it. This certificate indicates that it has a quality assurance system covering the areas of quality and environmental management systems in compliance with ISO 9001 and ISO 14001 standards and will be granted a preferential margin of 2.5%, per registration certificate for a maximum percentage of 5%.
In this case, the price submitted by a supplier shall, for the sole purpose of determining the successful tenderer, be reduced by the percentage of the preferential margin provided for in the registration certificate issued, without affecting the

TRANSMISSION OF THE QUOTE:
- THE SUPPLIER MUST SEND HIS DULY SIGNED BID IN SEALED PACKAGING NO LATER THAN THE DATE, TIME AND ADDRESS INDICATED ABOVE.
- NO FAX TRANSMISSION OF QUOTATIONS.
- THE SUPPLIER MUST SUBMIT ITS BID ON THE DOCUMENTS PROVIDED BY THE CGER THROUGH SEAO OR ON ANY COMPLETE PHOTOCOPY THEREOF.
- THE SUPPLIER MUST SUBMIT ONLY ONE BID.

The Centre's offices are open from 8:30 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:30 p.m., Quebec City time, on working days for Centre staff.
- The bid must be submitted in a sealed package marked as follows:
- The name of the supplier and his address
- The name and address of the CGER representative
- The mention "SUBMISSION"
- The subject and number of the call for tenders
- The bid must be sent to the bidder so that it arrives before the deadline for receipt of bids and in the form indicated. The bidder is responsible for ensuring that the Centre receives the bid. The Centre assumes no responsibility for the opening and, consequently, the eligibility of a bid.
- Any bid received after the deadline date and time set for the receipt of bids and/or in a form other than that required for the receipt of such bid will be considered non-compliant and, accordingly, will be returned to the supplier.

Conditions for the conformity of bids
Any bid that does not meet any of the conditions described below will be considered non-compliant and will be automatically rejected.
1) Non-compliance with the deadline for receipt of bids;
2) Failure to comply with the place provided for its receipt in the case of a paper submission;
(3) In the case of a submission transmitted electronically, the fact that it was not transmitted through the electronic tendering system or that it is unintelligible, infected or otherwise illegible once its integrity has been established by the electronic tendering system;
4) The submission must be written in French;
5) The "Submission" form must be that of the Minister or contain the same provisions and be duly completed;
(6) The bid must include a price for all items listed on the bid form, unless otherwise specified or instructed in the "Description of Deliverables" section. » ;
7) The "Submission" form must be signed by an authorized person and accompanied by satisfactory written proof attesting to the signatory's signing authority and ability to carry on business activities on behalf of a manufacturer or manufacturer;
(8) Deletions or corrections to the bid amounts must be initialled by the authorized person.
9) The submission must in no way be conditional or restrictive;
10) the submission by a supplier of several bids for the same call for tenders. The transmission of the same submission electronically and in paper form is deemed to be a filing of several submissions.
However, until 31 May 2019, the transmission of the same tender electronically and in paper form does not constitute a filing of several tenders. A paper-based submission should only be considered by the Minister's representative if the Minister's representative cannot determine the integrity of the electronically transmitted submission when opening the bids;
(11) The bid must not include an abnormally low price, the rejection of which is authorized by the head of the organization.
(12) Any other compliance conditions indicated in the tender documents as automatically rejecting a tender must be complied with.
13) Failure to comply with the requirements for technical specifications or conformity tests is not complied with.
In the case of a bid transmitted electronically whose integrity has not been established, failure to remedy this irregularity within 2 working days of the notice of defect transmitted by the public body will result in the rejection of the bid.
Any omission or error with respect to a condition other than those covered by the automatic rejection with respect to the bid will not result in the rejection of the bid, provided that the supplier corrects it to the satisfaction of the Minister within the time allowed by the Minister. This correction may not lead to a change in the submitted price.
