Description
Purpose of the call for proposals
The purpose of this call for proposals is to obtain bids for the supply and delivery, on request only, of sanitary maintenance products and related customer services (representation, training and others) for corporate buildings in Montreal and Quebec City, as well as for branches of the Société Québécoise du Cannabis (hereinafter referred to as the SQDC), all under the terms and conditions of the Société des alcools du Québec (hereinafter referred to as the SAQ).
SAQ refers to the Société des alcools du Québec and any legal entity over which it exercises more than 50% voting control.
Submission of bids
Bidders shall submit only one bid. All bids are binding after the bid submission deadline. However, prior to the deadline, bidders may correct or rework their paper bids.
For bids submitted electronically, the bidder may correct, amend or cancel its bid before the time and date set for receipt of bids via the SEAO, without thereby alienating its right to submit a new bid within the set time.
The transmission of the same bid by electronic means and on paper is deemed to be the submission of several bids and will result in the automatic rejection of all bids thus submitted.
In the case of an electronically transmitted bid, the bid must be submitted (encrypted, transmitted, time-stamped and saved on the SEAO servers) before the date and time set for receipt of bids.
The SAQ cannot be held responsible for Internet traffic for the electronic transmission of bids. It is the bidder's responsibility to allow additional time for transmission.
For bids transmitted on paper, the bidder must send his bid in an envelope identified using the label provided with this call for proposals. This envelope must be duly sealed and bear the required information on the front of the envelope.
The bidder assumes full responsibility for the transmission of his bid to the offices of the Procurement, Goods and Services Department at the reception desk in the main entrance hall, with access from the Tellier Street side. Opening hours are Monday to Thursday, 8:00 a.m. to 4:30 p.m. and Friday, 8:00 a.m. to 12:30 p.m.
Tenders will be received until 10:00 a.m. (local time) on Wednesday, January 8, 2025, either via the electronic tendering system (SEAO) at the following address: https://www.seao.ca or at the following address :

Bids received on or before the deadline will be opened by the SAQ in the presence of two (2) SAQ representatives.
We invite you to request an acknowledgement of receipt following submission of your bid.
All bids must be received on time to be accepted. Late bids will be returned to the bidder.
Within one month of the award, bidders will be informed in writing of the names of the bidders and the successful bidder, as well as the amount of the award.
