Société Parc-Auto du Québec (hereinafter the "Company") is issuing a public call for tenders for the above-mentioned contract.
All bidders must comply with the requirements set out in the contract documents. These can only be obtained through the electronic tendering system (SEAO) at www.seao.ca or by calling (514) 856-6600 for residents of the Montreal area and toll-free at 1-866-669-7326 for residents outside Montreal.
Attention: Please note that only the documents required by the Company under the terms of this call for tenders must be submitted with the bid, so as to avoid any situation that would result in the bid being restrictive or conditional.
IMPORTANT NOTICES
News
A new electronic tendering system ("SEAO") went live in June 2024. Among the new features announced, the system will automatically assign a "Tender Slip Identification Number" to each supplier-type organization.
You will notice that the Company has added a space on the Tender Form to allow the tenderer to enter the "Tender Slip Identification Number" assigned to him by the SEAO.
Recommendation for electronic submission of bids
In order to protect the health of its employees, the Company is implementing preventive measures to combat the COVID-19 pandemic. Consequently, the Company strongly recommends that bidders submit their bids electronically via the electronic tendering system.
Authorization to contract/Revenu Québec certificate
It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec attestation and, if applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company who has obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and send it to the Company at the following address: appel.offres@spaq.com
PROBABLE DELIVERY PERIOD
The probable delivery period will be between February 1 and July 31, 2025.
BID SECURITY
No bid security is required. All bidders should note that if they refuse to proceed with their bid, the Company may reject any bid submitted by that bidder to the Company for the next two years.
CONDITION
Only bids submitted by bidders who meet the following conditions will be considered: they must have a place of business where they carry out their activities on a permanent basis, clearly identified in their name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement.
RECEIPT AND OPENING OF BIDS
Receipt of bids :
a) Paper bids :
Paper bids must be received at the Company's bid receiving counter located at 1011, avenue de Vitré, Québec (Québec) G1J 3Z2, no later than the deadline date and time indicated in the Additional Instructions.
b) Electronic bids :
Electronically transmitted bids must be received via the SEAO at the following address: www.seao.ca, no later than the deadline date and time indicated in the Additional Instructions.

Bid opening :
The bid opening will take place on the date and at the time indicated for the receipt of bids. The only possibility for anyone to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No physical presence at the opening is permitted, and no subsequent viewing, recording or broadcasting of the video recording of the opening is possible.
FORWARDING COMPLAINTS
The deadline for receipt of complaints filed with the Company under section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1) is indicated in the Additional Instructions.
INFORMATION
Tenderers wishing to receive further information concerning the call for tenders must send a written request to the e-mail address below, quoting the contract number, no later than three working days before the closing date and time for receipt of tenders. If such a request for clarification is received two working days or less before the closing date and time for receipt of bids, the Company reserves the right not to consider it.
