The commission provided for in Article L. 1411-5 of the French General Local Authorities Code (CGCT) will draw up a list of candidates admitted to submit a bid, analyse them and issue an opinion.In application of article L. 3124-2 of the French Code de la Commande Publique, the contracting authority will eliminate unsuitable bids within the meaning of article L. 3124-4 of the French Code de la Commande Publique, before starting the negotiation phase.
