Description
Criteria the bidder must meet include:
- completion of the implementation of an e-Passport personalisation and issuance solution, issuing a minimum of 3 million e-passports using the system in the role of a contractor, within at least the last 5 years
- delivery or have in operation at least 2 e-passport personalisation solutions for e-passports, supported by reference letters - the minimum value of each project must not be less than 15 million US dollars and at least one of these projects must be a bidder-operated issuance service project, including a PKI solution
- certification with ISO 9001:2015 and ISO 27001
- a minimum average annual turnover of 10Â million USD, as evidenced by audited financial reports, within the last 3Â years
- demonstrate access to or availability of financial resources, such as liquid assets, lines of credit, or other financial means, to meet the cash flow requirement of not less than US$ 1.8 million, net of the bidder’s other commitments for this project
Bidding will be conducted through the International Competitive Bidding (ICB – Single Stage 2 Envelope Bidding Procedure) specified in Sri Lanka's National Procurement Guidelines 2024. It is opened to all eligible bidders as defined in the guidelines.
