Global Affairs Canada (GAC) is designated as the Government of Canada's custodian responsible for all federal real property in support of diplomatic and consular purposes outside Canada.
GAC is considering the possibility of outsourcing these services in Tokyo, Japan (Tokyo Embassy also known as Place Canada) located at Akasaka 7-chome. In order to fulfill its requirements, GAC will be seeking to attract bids from dynamic, solution-oriented private sector real property suppliers who are committed to long term collaborative relationships for the delivery of high quality services to our clients. PWGSC (as the Contracting Authority) will be looking for highly professional firms who share the Canadian governmentÂ’s management values and ethics. PWGSC places considerable importance on operational excellence, health and safety, quality management, environmental sustainability and best value to the Crown.
The responses from industry will enable Canada to evaluate the strategy to be taken, if any, in regards to issuing a solicitation for the required goods and services.
Any information submitted to Public Works and Government Services Canada (PWGSC) in response to this RFI may be used in the development of a subsequent solicitation.
Response Costs
Canada will not reimburse any respondent for expenses incurred in responding to this RFI.
Industry Consultation
1.RFI RespondentÂ’ Conference
An RFI Respondent’s conference will be held at the Canadian Embassy in Tokyo, on the 21 of January 2020 from 9:30 am – 11:30 am (Time in Tokyo). The scope of the requirement outlined in the RFI will be reviewed during the conference and questions will be answered.
RFI Respondents are to meet at the Main Entrance of the embassy at Akasaka 7-chome, Tokyo, Japan.
RFI Respondents are requested to register with the RFI Authority before the conference to confirm attendance. Bidders must provide, in writing, to the RFI Authority, the names of the person(s) who will be attending and a list of issues they wish to table no later than January 20, 2020 at 04:00 pm
(Time in Tokyo). A maximum of four (4) individuals per Bidder.
2. One-on-one consultation
There will be a one-on-one, in-person, consultation with the RFI Respondent on January 22, 2020, should RFI Respondent be interested in this consultation.
Please clearly indicate your interest in your response. The designated RFI Authority will contact the respondent by email to schedule the date and time of the consultation.
Official languages
Responses to this RFI may be submitted in either of CanadaÂ’s official languages (English or French).
Survey/Questionnaire
Respondents should respond to the questions at Annex A, including any additional comments they may have.
Submission of Responses
Respondents should submit only pertinent information in response to this request. The inclusion of general marketing or technical manuals is discouraged, unless they provide specific information that has been requested in this document. A point of contact for the Respondent should be included in the package.
Changes to this RFI may occur and will be advertised on the Government Electronic Tendering System.
Canada asks Respondents to visit Buyandsell.gc.ca regularly to check for changes, if any.
Closing Date
Responses to this RFI will be accepted until 2:00 PM (EST) on February 7, 2020. Feedback to the RFI is to be submitted electronically (by email) to the Designated PWGSC Contact Officer.
Canada may require clarification of written responses received. If required, any clarification will be
requested within 10 working days of the closing date of the RFI. Request for clarification will be
submitted in writing (by email) and a response will be requested from the respondent within three (3)
working days of the transmission of the clarification questions.
