Description
1) Information on the construction measure- General descriptionOn the federal property Stresemannstraße/ Erna-Berger-Straße/ Niederkirchnerstraße in Berlin's Mitte district, a new extension building including the outside facilities is to be planned for the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The Federal Institute for Real Estate Affairs (BImA) is responsible for the measures and the awarding authority. The aim is to compact the site in such a way that maximum use can be made of it. 29,600 m2 of usable floor space (NF) for office space including a canteen and a library are planned as the Media Information Centre (MIZ) in the new building. For this reason, the building must achieve the Gold quality level of the Federal Rating System for Sustainable Building (BNB). For the outdoor facilities to be redesigned, a minimum silver filling level (BNB) is targeted. As far as the location of the building site allows, the aim should be to reduce the energy requirement of the building as far as possible and to generate as much energy as possible on site. This means that robust, low-maintenance structural solutions are preferable to technical solutions. Only if this is not possible should technical solutions be used (low-tech approach). Special attention must be paid to reducing the operating and usage costs of the property. A competition for the realisation of the architectural and landscape planning services will be carried out. The specialist planning services will be awarded in separate VgV procedures. With regard to the planning objectives, a close and cooperative cooperation is aimed at, with the aim of a joint start of the revision of the competition draft to be commissioned by the major planning offices, presumably from mid-2020 onwards. In order to optimise the planning, the "Building Information Modeling" is to be applied as 3D-BIM in the early planning phases 2, 3 and 5 in accordance with HOAI for the BMU extension building project. A separate, parallel award procedure is planned for the project management for building construction.
