Description
Government of the People's Republic of Bangladesh has received financing the World Bank through project preparation advance (PPA) for incurring the cost of the technical assistance for green railway transport preparation facility, and intends to apply part of the proceeds for consulting services.
The consulting services ('the services') include, but not limited to:
Update of feasibility study and preparation of relevant documents for:
1. Goods port yard rail link improvement and yard improvement
2. Goods port yard to bay terminal link connectivity
3. Study on procurement of freight locomotives, relief crane, wheel lathe facilities and loco shed at goods port yard
4. Updating feasibility study and conceptual design of rail link connecting logistics hub
5. Feasibility study and conceptual design of track maintenance workshop
The assignment will require an estimated 144 (46 international 46 and 98 national) professional staff months which includes key and non-key experts as required mentioned in the terms of reference (TOR). The assignment is expected to start from January 2026 and is scheduled to be completed within the project period (31 March 2027).
The purchasing authority now invites eligible consulting firms ('consultants') to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the services. The qualifications and experiences for short listing are:
- general experience, specific experience in similar assignments (feasibility study of similar railway projects with comparable scale and technical complexity)
- substantial experience in managing International Federation of Consulting Engineers (FIDIC) contracts as a firm and by the key members of the team
- audited financial statements for the last 3 years to demonstrate long term financial stability
- capability to retain the required number of key experts who are preferably permanent employees of the consulting firms with adequate qualifications – indicate who of the key staff according to the TOR are employees of the consulting company and who will be hired for the assignment from the market
- experience to work with multilateral development banks (MDBs) and development financial institutions
Consultants are requested to submit the following supporting documents in support of the above mentioned criteria:
- up-to-date relevant registration/incorporation documents of the firms
- joint venture (JV) agreement/letter of intent (if applicable) in case of formation of JV for the assignment along with the proposed JV agreement
- firm's brochure including staffing
- audited financial reports for last 3 years (including turnover from consulting services and other activities, profit and loss, current asset and liability and fixed asset and liability)
- service experience record of last 5 years
- all other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR; however, key experts will not be evaluated at the shortlisting stage; hence do not submit any CVs
A consulting firm is allowed to submit the expression of interest (EOI) alone and/or to associate to enhance their qualifications and capability for the assignment, such associations may either be as a joint venture and/or sub-consultants.
In case of an association, the consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the joint venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association.
Failure to provide the above explanation in the EOI may risk the association not being shortlisted for the assignment. However, the qualifications/experience of sub-consultants will not be considered by the client in the evaluation of EOI for shortlisting purpose.
