Description
The new CHUM facilities are operated and maintained by two different external operators. These operators are responsible for maintaining numerous IT services that are intimately intertwined with the CHUM's IT ecosystem. In order to ensure a constant, efficient and harmonious liaison with the operators, the CHUM wishes to hire the services of an IT liaison with the building operators.
Duration: 1 year contract with 2 renewal options x 1 year.
Duration with options: 36 months
The call for tenders and, consequently, the contract are subject to the following agreements :
Agreement on Trade and Cooperation between Quebec and Ontario (ATCCO);
Canadian Free Trade Agreement (CFTA);
CHUM does not require a bid security.
Prices are firm for the initial term of the contracts to commence on the date indicated on the Notice of Award.
All bid documents have been posted on www.seao.ca and must be acquired by the bidder from that site.
Bid Opening:
In view of the current coronavirus (COVID-19) pandemic and notwithstanding the provisions of the "Bid Opening" clause above, the PUBLIC BIDDING ORGANIZATION is conducting a Bid opening without a public audience, so BIDDERS will not be able to attend in person.
Instead, the PUBLIC BIDDING ORGANIZATION shall file a video recording of the Bid opening on the OAIS as soon as possible after the opening. Bidders will be notified of the filing of the recording on the OWAS in the same manner as when an Addendum is issued.
Please note that this action is being taken in accordance with the proposed Treasury Board Secretariat guidelines, dated March 25, 2020 (Communiqué No. SSMP-02 "Coronavirus (COVID-19)"). The PUBLIC BODY will videotape the opening of the Bids and broadcast it on OAIS as soon as possible.
The deadline for receipt of Bids is February 1, 2023 at 2:00 p.m.
CHUM does not undertake to accept the lowest or any of the bids, nor to carry out the subject matter of the call for tenders in whole or in part.
*** Authorization to contract issued by the MPA***.
Any company wishing to enter into a service or construction contract with a public body must, if the contract involves an expenditure equal to or greater than the applicable thresholds determined by the government, apply to the Autorité des marchés publics (AMP) to obtain a contracting authorization. The company must be authorized on the date of submission of its bid. In the case of a consortium, each firm in the consortium must be individually authorized as of that date.
To determine the need to provide a contract authorization, the value of the contract including net taxes must be considered. For contracts with the CHUM, the applicable thresholds, including net taxes, are as follows

Due to the delays in obtaining authorization to contract, the CHUM suggests that bidders make their request for authorization as soon as possible.
In order to accelerate the processing of a request, bidders must indicate on their request for authorization, in the "Contract Information (if applicable)" section, all the required information.

Formal request to prioritize the present request for authorization, in order to allow bidding on the call for tenders in question.
