PUBLIC INVITATION TO TENDER

The Centre de services scolaires de la Rivière-du-Nord wishes to obtain sealed bids for the conclusion of a contract for professional services in soils and materials engineering for the construction of modular secondary classrooms in Lachute.

École polyvalente Lavigne of the Centre de Services scolaires de la Rivière-du-Nord is located at 452, avenue d'Argenteuil, Lachute (Qc) J8H 1W9. The school was built in 1969 and expanded in 2007 and 2012. The school has three (3) floors and a total surface area of 16,865 m².

The Argenteuil sector of the CSSRDN territory, served only by this one high school, is experiencing an ever-increasing number of high school students. The school is currently at maximum capacity, and it is anticipated that an additional 600 places (23 classes) will be required by the start of the 26-27 school year.

The main objective of the project is to fill the anticipated shortfall in the Lachute sector in the short term, until a permanent solution can be found. The chosen solution is a complex of modular classrooms.

OBTAINING DOCUMENTS :

As of June 12, 2024, any person or company may obtain tender documents, plans and specifications and other documents relevant to the project from the distributor SÉAO (Système Électronique d'Appel d'Offres) by going to the "www.seao.gouv.qc.ca" site. Documents can be downloaded at a cost set by SÉAO. Assistance from SÉAO is available Monday to Friday, 8:30 a.m. to 5 p.m., at the following number: 1-866-669-7326.

RECEIPT OF BIDS :

To be valid and considered, all bids must be received no later than 2:45 p.m. on July 11, 2024. Bids may be submitted by either of the following methods:

a) electronically via the SEAO and must be submitted (i.e. encrypted, transmitted, time-stamped and saved on the SEAO servers) before the date and time set for receipt of bids;

b) in a sealed envelope, at the reception desk of the Centre de services scolaires de la Rivière-du-Nord, 795 rue Melançon, Saint-Jérôme, Québec, J7Z 4L1, before the date and time set for receipt of bids;

Any bid received after this time will be automatically rejected and returned to the bidder unopened.

TENDER OPENING :

Bids will be opened immediately after the deadline for receipt of Bids.

The School Service Centre encourages bidders to submit bids electronically.

We remind you that the regulations do not allow multiple bids to be submitted in response to the call for tenders, it being understood that the transmission of the same bid electronically and on paper constitutes the submission of multiple bids.

INTERGOVERNMENTAL AGREEMENTS :

This public tender is subject to the following intergovernmental agreements, which form an integral part of the tender documents:

1) Accord de Commerce et de Coopération entre le Québec et l'Ontario (ACCQO);

2) Free Trade Agreement (FTA).

The deadline for filing a complaint in connection with this call for tenders is June 27, 2024.

The Centre de services scolaires does not undertake to accept the lowest or any of the bids received, and does so without compensation or any other form of liability to the bidders. Subject to the provisions of the Règlement sur les contrats de services des organismes publics.
