Description

Polytechnique Montréal, located on the campus of the Université de Montréal, is one of the largest engineering educational and research institutions in Canada. It ranks first in Quebec for the number of students and the scope of its research activities. With more than 50,000 graduates, Polytechnique Montréal has trained nearly a quarter of the current members of the Ordre des ingénieurs du Québec.

The institution offers more than 120 programs. It has 250 professors and 8200 students. Its annual operating budget is over $240 million, including a research budget of over $81 million.
Polytechnique Montréal suffers from a crying need for quality spaces to maintain its leadership in engineering education and research. The current dispersion of units is not conducive to establishing a dynamic that encourages exchanges and contributes to the sharing and pooling of resources. The training and research environment is not as stimulating and dynamic as it could be if the units were not so dispersed.

In this perspective, and in order to fill part of its space deficit, Polytechnique Montréal submitted a preliminary project sheet to the Ministère de l'Éducation et de l'Enseignement supérieur (MEES) in December 2017 to obtain authorization to carry out the master project "Acquisition and expansion of the J. Armand Bombardier Pavilion and renovation of the vacant spaces in the Main Pavilion" and obtained authorization from the Council of Ministers to carry out the opportunity file. The Conseil du trésor has authorized Polytechnique Montréal to continue to manage the Project in accordance with the 2nd paragraph of section 31 of the Public Infrastructure Act. Polytechnique Montréal therefore partnered with the Société québécoise des infrastructures (SQI) to carry out the Project. This call for tenders is part of the overall process of carrying out the Project with its various components.

The Master Project includes several components involving laboratory and other space arrangements within existing pavilions, expansions and exterior arrangements (infrastructure, traffic, greening). New and renovated spaces will have to be designed with a long-term vision in mind, taking into account, in particular, flexibility, sustainable development, the application of high quality standards and compliance with existing and projected standards, codes and regulations as well as the various master plans. The Polytechnique site is located within the Mount Royal Heritage Site. It should also be noted that the cutting-edge research activities carried out at the Polytechnique often require laboratories that meet very demanding design criteria.
The Contract consists of carrying out Advisory Services and Preparatory Studies for all components of the master project "Acquisition and expansion of the J. Armand Bombardier Pavilion and renovation of the free spaces of the Main Pavilion", as detailed in this appendix; mainly the functional and technical PFT program, as well as the code studies and documents required to request a preliminary opinion from the City of Montreal and the Ministère de la Culture et des Communications, given that the Project is carried out within the Mount Royal Heritage Site. The Services also include the production of a BIM digital model, a Class D budget estimate according to the Uniformat II, Level 3 and ASTM E-1557-05 structure, and a summary construction schedule.

Deliverables for these services and studies must be issued to the PUBLIC ORGANIZATION in a final consolidated version for approval on April 24, 2020. The SERVICE PROVIDER must mobilize all necessary resources to meet this date.
