Public Notice is hereby given that the PUBLIC ORGANIZATION wishes to issue a call for tenders relating to the execution of Professional Services in Architecture, Mechanical and Electrical Engineering and Civil and Structural Engineering for the construction of an elementary school.

INFORMATION

As of January 14, 2021, any person or company may obtain the tender documents on the "Electronic Tendering System" (ETS) website. The pricing list can be found under the heading "Customer Service". Tender documents can only be obtained through the SEAO.

APPLICABLE INTER-GOVERNMENTAL AGREEMENTS

This call for tenders is subject to the following intergovernmental agreements:

- AGREEMENT ON THE LIBERALIZATION OF GOVERNMENT PROCUREMENT IN QUEBEC AND NEW BRUNSWICK;
- TRADE AND COOPERATION AGREEMENT BETWEEN QUEBEC AND ONTARIO;
- CANADIAN FREE TRADE AGREEMENT;
- CANADA - EUROPEAN UNION TRADE AND COOPERATION AGREEMENT


WORK SUMMARY

The work herein includes, but is not limited to, the following:

The Centre de services scolaires des Samares (CSSS) wishes to mandate Architects and Engineers to carry out a project for the construction of a new primary school of fifteen (15) classrooms located in Notre-Dame-des-Prairies.

The project consists, in the first instance, of preparing conceptual and preliminary documents to determine the ideal location of the future school and to coordinate the final implementation of the school with the City of Notre-Dame-des-Prairies. The City wishes to partner with the CSSS to review the area of the future school and the surrounding recreational facilities. In this regard, the Professionals will work with the CSSS and the City to determine a functional program for the sector. Following the acceptance of the proposed development by both parties, the City will determine the next steps (outdoor development and park), the CSSS and the Professionals will focus on the construction of the new school. Since the City currently owns the land adjacent to the CSSS, the City is open to transfer a portion of their land and Jetté Street to the CSSS. This stage of the design process will also include a study by a traffic specialist to assess the impact of the new construction on traffic around the school and in the neighbourhood, this specialist will be mandated by the City.

In a second step, the Professionals will have to prepare tender documents such as plans and specifications and an estimate for the construction of the primary school including the development of the site in question. The Civil and Structural Engineering Professionals will also need to arrange for the services of a laboratory in order to conduct a geotechnical study and environmental characterization of the site.

The total cost of the construction project is estimated at approximately $16.3 million, including all taxes. Surveys conducted by the Professionals will help establish the scope of the work more precisely.

The Professionals who won the call for tenders for this project will have to begin their mandate following authorization from the CSSS. The goal is to allow the school to start back to school by August 2023.

The other criteria will be assessed by considering the evaluation of the original service offer submitted.

CLOSING, RECEIPT AND OPENING OF BIDS

To be valid and considered, submissions (one (1) original, three (3) copies and ONE (1) USB key, or CD ROM, containing an unlocked electronic copy of the original paper copy of the Submission Form and the duly completed attachments) must be placed in a sealed envelope marked "Submission for Professional Architectural Services, in Mechanical and Electrical Engineering and in Civil and Structural Engineering for the Construction of an Elementary School and must be received at 4671, rue Principale, Saint-Félix-de-Valois (Québec) J0K 2M0, no later than February 15, 2021 at 2:00 p.m. : 00, local time, to be open to the public at the same place, on the same day, at the same time. Any bid received after that date will be automatically rejected.

The PUBLIC ORGANIZATION does not undertake to accept any of the bids received under this call for tenders.

In light of the current coronavirus pandemic (COVID-19), the PUBLIC ORGANIZATION is opening the Submissions without an audience, so that SUBMISSIONERS will not be able to attend in person.

Instead, the PUBLIC ORGANIZATION shall post a video recording of the opening of the Bids on the SEAO as soon as possible after the opening. Bidders will be informed of the filing
of the recording on the SEAO in the same way as when an Addendum is issued.

It should be noted that this action is being taken in accordance with the guidelines proposed by the
Treasury Board Secretariat, dated March 25, 2020 (News Release No. SSMP-02 "Coronavirus (COVID-19)").

No meetings are scheduled.

OFFICE CLOSURE

If, due to exceptional circumstances, the PUBLIC ORGANIZATION should close its doors on the day indicated for the visit of the premises and/or the receipt of tenders, this date will be postponed to the next working day, at the same place and time.
