Public notice is hereby given that the PUBLIC ORGANIZATION wishes to issue a call for tenders for the execution of professional services in architecture, civil-structural engineering and mechanical-electrical engineering for an asset maintenance project at École Secondaire de l'Érablière.
INFORMATION
As of February 15, 2021, the tender documents will be available to any person or company on the "Electronic Tendering System" (ETS) website. The pricing list can be found under the heading "Customer Service". Tender documents can only be obtained through the SEAO.
APPLICABLE INTERGOVERNMENTAL AGREEMENTS
This call for tenders is subject to the following intergovernmental agreements:
AGREEMENT TO LIBERALIZE GOVERNMENT PROCUREMENT IN QUEBEC AND NEW BRUNSWICK;
TRADE AND COOPERATION AGREEMENT BETWEEN QUEBEC AND ONTARIO;
CANADIAN FREE TRADE AGREEMENT;
TRADE AND COOPERATION AGREEMENT BETWEEN CANADA AND THE EUROPEAN UNION.
WORK SUMMARY
The work herein includes, but is not limited to, the following:
The Centre de services scolaire des Samares (CSSS) wishes to mandate Architects and Engineers to carry out an asset maintenance project at the secondary school in Saint-Félix-de-Valois.
The mandate consists, in the first instance, of the architectural professionals coordinating all the activities of the various stakeholders on the project, convening all meetings
required to complete the project, prepare plans and specifications, prepare tender documents for the renovation project, perform certain services during the renovation and perform certain tasks at the end of the work. The details of the mandate for architectural professionals are indicated in the specifications.
Secondly, the Civil-Structural Engineering and Mechanical-Electrical Engineering Professionals will have to coordinate the activities of the various stakeholders in their field of expertise and keep the person in charge of the work informed. The Civil-Structural and Mechanical-Electrical Engineering Professionals shall also perform all tasks included in the mandate, in their designated section found in the specifications.
The total cost of the construction project is estimated at approximately $7.0 million, all taxes included. The statements made by the Professionals will help to establish more precisely the scope of the work.
The Professionals who won the call for tenders for this project will have to begin their mandate following authorization from the CSSS. The goal is to complete the work by May 2023.
The other criteria will be evaluated based on the evaluation of the original offer of services submitted.
CLOSING, RECEIPT AND OPENING OF BIDS
To be valid and considered, submissions (one (1) original, three (3) copies and ONE (1) USB key, or CD-ROM, containing an unlocked electronic copy of the original paper copy of the Submission Form and completed attachments) must be placed in a sealed envelope marked "Submission for Professional Architectural Services, in mechanical, electrical and civil-structural engineering for the major renovation of École secondaire de l'Érablière and must be received at 4671, rue Principale, Saint-Félix-de-Valois (Québec) J0K 2M0, no later than March 16, 2021 at 2:00 p.m. : 00, local time, to be open to the public at the same place, on the same day, at the same time. Any bid received after that date will be automatically rejected.
The PUBLIC ORGANIZATION does not undertake to accept any of the bids received in connection with this call for tenders.
In view of the current coronavirus pandemic (COVID-19), the PUBLIC ORGANIZATION is opening the Bids without an audience, so that the SUBMISSIONERS will not be able to attend in person.
Instead, the PUBLIC ORGANIZATION shall post a video recording of the opening of the Submissions on the WATCH as soon as possible after the opening. Bidders will be informed of the filing
of the recording on the SEAO in the same way as when an Addendum is issued.
Please note that this measure is taken in accordance with the guidelines proposed by the
Treasury Board Secretariat, dated March 25, 2020 (News Release No. SSMP-02 "Coronavirus (COVID-19)").
BRIEFING AND SITE VISIT
No meetings are scheduled.
BID SECURITY
No bid security is required.
OFFICE CLOSURE
If, due to exceptional circumstances, the PUBLIC ORGANIZATION should close its doors on the day indicated for the visit of the premises and/or the receipt of tenders, this date will be postponed to the next working day, at the same place and time.
This tender notice is an overview of certain conditions set out in the tender documents, of which it forms an integral part. Bidders must read all of the tender documents.
