PROJECT DESCRIPTION

The Ville de L'Assomption is requesting bids for professional services to prepare plans, specifications and supervision for the stabilization and rehabilitation of the landslide bordering 850 chemin Beauchamp in L'Assomption.

Document delivery is subject to SEAO fees.

For any information, the bidder must contact, in writing only, the head of the procurement section of the Town of L'Assomption, by e-mail at appeldoffres@ville.lassomption.qc.ca, a minimum of seven (7) days before the bid opening to allow a project manager to respond to all requests before the bid opening. All requests received after this deadline may not be considered.

Responses will be communicated in writing to all bidders. Where a response results in a change to the specification requirements, the response must be submitted in the form of an addendum.

REQUIREMENTS

Only bids submitted by a supplier with an establishment in Quebec or with an establishment in a province covered by an intergovernmental market liberalization agreement applicable to the City will be considered.

Failure to complete the Attestation form required by the contract management by-law will result in automatic rejection of the bid.

DATE AND PLACE OF RECEIPT

Bids must be submitted in two (2) envelopes marked "Services professionnels pour la confection des plans, devis et la surveillance dans le cadre des travaux de stabilisation et la réhabilitation du glissement de terrain en bordure du 850, chemin Beauchamp à L'Assomption".

The qualitative bid must be submitted in one (1) original hard copy and three (3) copies. The financial offer must be sent in one (1) original paper copy and three (3) copy(ies). Qualitative and financial offers must be sent in a double envelope, i.e. in an outer envelope containing two separate, opaque and sealed envelopes, marked respectively "Envelope A - Qualitative offer" and "Envelope B - Financial offer".

All the documents requested, with the exception of the "Price Schedule", must be submitted in Envelope A or, if necessary, in any other container identified as such. The "A" envelope or the container serving as an envelope (Qualitative offer) must not contain any indication of price, otherwise the bid will be automatically rejected. The "Price Schedule" must be submitted in envelope B (Financial Offer).

The bidder must provide, inside each of the two envelopes marked respectively "Envelope A - Qualitative Bid" and "Envelope B - Financial Bid", one (1) USB key containing an identical electronic copy of the paper originals placed in this envelope. This USB key must be clearly identified, as appropriate, by the words "Qualitative Offer" or "Financial Offer". The USB key placed in envelope A (Qualitative offer) must not contain any indication of price, otherwise the bid will be automatically rejected.

Envelopes must be deposited at the reception desk of the Complexe municipal de la Ville de L'Assomption, located on the first floor of 781, rang du Bas-de-L'Assomption Nord, in L'Assomption (Québec) J5W, before 10:30 a.m. on Wednesday, August 28, 2024, and will be publicly opened the same day, at the same location.

The Ville de L'Assomption does not undertake to accept the lowest or any of the bids received, nor to incur any costs whatsoever, nor any obligation whatsoever towards the bidder or bidders.
