The exact scope of work and scale of the services will be defined during each project initiation.In general, engineering firms must be capable of evaluating, designing and providing construction administration services for the production, treatment, distribution, and/or collection of each utility system owned by the District.The firm will be required to provide feasibility studies, condition assessments, utility coordination, construction administration support, permitting support, cost estimations, and engineering drawing and specification production and support.A summary of tasks related to the assessment, planning, design, and construction services includes, but are not limited to the following:• Capital improvement and utility master planning• Preliminary engineering assessments and conceptual design• Drawing production in the latest versions of AutoCAD, REVIT and Civil 3D• Direct replacement and/or upgrade of equipment design and plan development• Construction administration services; compliance review, inspection and commissioning• Technical Field Investigations/Reporting/Evaluation• Cost Analysis/Rate Study/Rate Comparison Load Forecasting• Provide a cost estimating service which, includes, but not limited to conceptual and detailed estimating, life cycle cost analysis, and constructability analysis, etc.;• Horizontal direction drill (“HDD”) and Jack & Bore (“J&B”) analysis and design using industry accepted simulation tools.List of experience and competency:• Transmission System Planning & Engineering, including, but not limited to the following:i. Overhead and underground 69kV transmission system design and engineeringii. Transmission Line Route Studyiii. Electro-Magnetic Field (EMF) Analysisiv. Design and analysis of structures and foundationsv. Pole relocations and/or replacementsvi. Project management and coordinationvii. Development of drawings, specifications, and other project materialsviii. Construction bid preparationix. Interconnection studiesx. LiDAR surveyingxi. Renewable energy and grid connection studiesxii. Short Circuit, Loadflow (ASPEN and SKM Power Tools) and Various Planning Studiesxiii. Project Management• Distribution System Planning & Engineering, including but not limited to:i. Project management and coordinationii. 12.47kV and 5kV distribution system improvements and maintenanceiii. Overhead to underground conversions for primary and secondary distribution systemiv. Design and manage the upgrade/replacement of aging distribution underground systems (outdoor switchgear, unit substations, padmounted transformers and switchgear, etc.)v. Conductor upgrades and cable replacement projectsvi. Construction bid preparationvii. Pole relocations and/or replacementsviii. Distribution line extensionsix. Short Circuit, Loadflow (Synerg
