TPB/RFQ-2018-11-850 2nd Posting REQUEST FOR QUOTATION PR#11.030 The Tourism Promotions Board (TPB), thru the Bids & Awards Committee (BAC), invites interested bidders to submit quotation for the hereunder project: TERMS OF REFERENCE PROJECT TITLE: SERVICES OF A RESORT/HOTEL IN SOUTHERN CEBU ON 1-2 DECEMBER, 2018 NO. OF PAX : 35 Pax (including TPB and DOT Taiwan) BUDGET : Php 288,000.00 inclusive of all applicable taxes I. BACKGROUND Tigerair Taiwan is the 1st and only Taiwan’s low-cost carrier (LCC) and a subsidiary of the China Airlines Group. Since Tigerair Taiwan’s inaugural flight in September 2014, Tigerair Taiwan has carried about 5.5 million passengers. Tigerair Taiwan has approximately 26.9 % of Taiwan’s LCC market when compared with 23 foreign LCCs. Tigerair is a consistent recipient of awards and accolades from the aviation industry. Some of the awards received are: top platinum prize of "low cost airline" again in the 19th "Reader's Digest Trustworthy Brand" benchmarking; short-listed in the "Taiwan Sightseeing Contribution – Japan" category by the Tourist Bureau, Ministry of Transportation and Communication; and currently nominated as the Asia’s Leading Low-Cost Airline 2018 and Asia’s Most Efficient Low-Cost Airlines 2018. Since last year, DOT-Taiwan started talks and negotiation with Tigerair Taiwan to mount flights to any of Philippine major airports. Initially, Tigerair Taiwan considered Clark and we did several coordination with Subic-Clark Alliance for Development (BCAD) and sought their assistance to facilitate the materialization of the new route. However, Tigerair changed its plan and now targeting to fly to Manila and Cebu on December 1, 2018. With the robustness of Taiwan’s outbound travel, this new development may lead to more Taiwanese visiting the Philippines. However, at the moment, there’s a need to enhance the image of the Philippines in order to maximize the benefits of the new routes. Our joint promotions with Tigerair Taiwan will not only benefit the new routes, but it will also contribute to a favorable image and increase of brand awareness of the Philippines that will stimulate the outbound demand among the target segments in Taiwan. The proposed joint promotions of Tigerair Taiwan has 3 components, namely: Advertising c/o DOT; Inaugural Flight Ceremony c/o DOT; Fam Tours – Agent and Media c/o TPB Advertising and launching events proposed financial assistance were submitted and requested to DOT under Tourism Development-Route Development Division (waiting for the approval). For the Fam tours, DOT-Taiwan is requesting TPB’s support to implement these activities on December 1-7, 2018. Tigerair Taiwan will host the roundtrip air tickets from Taipei to Cebu and vice versa.

I. PURPOSE/OBJECTIVES: Through this activity, the following objectives will be met: • Support Tigerair Taiwan new route to Philippines • Increase awareness of the destination; • Garner positive editorial publicity and press release about the destination as well as our organization; • Establish network linkages and strengthen good relations between/among DOT, Taiwan travel industry partners and Philippines travel industry stakeholders; • Contribute to the increase of tourists’ arrivals to the Philippines II. SCOPE OF WORK/DELIVERABLES: CEBU CITY DETAILS OF THE EVENT Group : Travel and Media Agents Date : 2-4 December 2018 Venue : Moalboal, Cebu Expected Number of Foreign Participants : 32 Total number of Participants : 35* (including TPB and DOT Taiwan) TPB requires the services of a resort/hotel that would be able to provide the following: 1. A 4- to 5- star DOT-accredited hotel/resort located at Moalboal, Cebu, Philippines 2. A hotel/resort that can provide sixteen (16) twin-sharing room accommodations for two nights (2) nights with buffet breakfast on 2-4 December 2018 3. A hotel/resort that can provide one (1) single room accommodation for two nights (2) nights with buffet breakfast on 2-4 December 2018 4. A hotel/resort that can provide one (1) complimentary twin-sharing room accommodation for two nights (2) nights with buffet breakfast on 2-4 December 2018 for the TPB representatives 5. A hotel/resort that caters to the Taiwanese market *Total cost of accommodation should be based on actual room expenses *Secured sponsorships should be deducted from the total expenses III. Eligibility Requirements 1. Must be DOT accredited. 2. Must be registered with the Philippine Government Electronic Procurement System (PhilGeps). 3. Must be a member of DOT recognized organizations. 4. Must have handled at least three (3) government projects / events. 5. Must have at least five (5) regular staff / employees duly registered with SSS and/or Department of Labor. IV. PAYMENT PROCEDURE: Send bill to the TOURISM PROMOTIONS BOARD – ATTN: James A. Sy, after the completion of services V. EVALUATION PROCEDURE: The winning bid shall be selected not solely based on the amount of bid, provided that the amount of bid does not exceed the above total budget.
