The objective of BGW (hereinafter also referred to as the "AG") is to award several postal services, divided into a total of two lots, by way of a Europe-wide invitation to tender.The subjects of the individual lots are the collection, consolidation and delivery of postal and letter items, packages and parcels as well as the processing of returns for the AG.
For the implementation of a social insurance election to be held on May 31, 2023 in the event of active election action, BGW is awarding these postal services, divided into a total of two lots, by way of a Europe-wide invitation to tender. The subject of the service is the collection, consolidation and delivery of letters, small packages and parcels for the AG. This lot comprises the mail services.This includes all items that are produced in connection with the social security election (in particular the dispatch of election applications and election documents) by a printing service provider commissioned for this purpose or items that are sent to the AG (delivery address of printing service provider) in postage-paid envelopes by election applicants or persons entitled to vote.The dispatch of postal voting documents will take place from 08.02.2023 to 31.05.2023.Thereafter, documents may still be dispatched in isolated cases until 30.06.2023. The performance period is determined by the election date on 31.05.2023.The election calendar is specified by the Federal Election Commissioner and cannot be influenced by the contracting authority. The entire social election is thus subject to a strict and precisely timed schedule from which no deviation is possible. The agreed collection dates and delivery times must be strictly adhered to. The Contractor (hereinafter referred to as Contractor) must be in a position to increase its capacities even at short notice in order to be able to guarantee this.A postponement of the performance period is only conceivable if the election day should be postponed by the Federal Election Commissioner. Should this be the case, the AG will contact the Contractor immediately after becoming aware of the postponement.The services put out to tender involve the awarding of contracts for which the high-quality, speedy and reliable provision of services is of decisive importance to the AG. It is therefore essential for the AG that the Contractor complies with the laws, regulations, directives and other standards relevant to the Post at all times and guarantees flawless service provision.By concluding the contract for postal services, the Contractor is to ensure fast, reliable and economical mail transfer. This is the only way to ensure legally compliant performance of the electoral act.
