This is a SOURCES SOUGHT SYNOPSIS. This is for market survey only; therefore, do not request a copy of the solicitation. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. The U.S. Air Force, Seymour Johnson Air Force Base (SJAFB), has been tasked to identify potential sources, market capabilities and market conditions that has the capability to fulfill a requirement at Seymour Johnson, AFB, NC. The requirement is as follows:
Portable Measurement Requirements
General Requirements
Portable, high accuracy coordinate measuring machine
Medium volume, contact measurement system
System should be able to check parts directly against CAD models
Integrated blue Laser Line Probe (LLP) scanner attachment for non‐contact measurements
Required Hardware Configuration, Capabilities and Specifications - Portable CMM Arm
The Portable Coordinate Measuring Machine shall have 7‐axis of rotation
The Portable Coordinate Measuring Machine shall notify the user if the joints are extended to a limit where accuracy may be affected
The Portable Coordinate Measuring Machine shall track thermal fluctuation throughout the arm, compensating for a dynamic thermal environment without re‐calibration and eliminating fluctuations in measurement accuracies, commonly referred to as "measurement drift".
The Portable Coordinate Measuring Machine contact measurement probes shall be removed and installed without any tools.
The Portable Coordinate Measuring Machine shall have counterbalance technology to provide easy handling and operation.
The counterbalance shall be internal to the device to avoid interference, damage and degradation over time.
The Portable Coordinate Measuring Machine shall have visual LED light indicators for probe measurement, device
attachment and LLP range.
The Portable Coordinate Measuring Machine platform shall have a way to connect to the host computer through a simple application to manage probes, run diagnostics for mounting, view temperature stability information and other configuration settings.
The Portable Coordinate Measuring Machine shall be capable of collecting data from the hard probe and the LLP while both are attached and without engaging any hardware switches.
The Portable Coordinate Measuring Machine shall be compatible with an 8th axis encoder system. Which provides direct integrated with the arm's other encoders and processed inside the arm so no external processing is required on the computer
The Portable Coordinate Measuring Machine shall be compatible with both blue and green laser line probe attachments.
The Portable Coordinate Measuring Machine shall be certified with ISO 10360‐12:2016
The Portable Coordinate Measuring Machine shall have wifi, auxiliary and USB 2.0 Host Port. The CMM arm shall utilize standard, non‐proprietary, off‐the‐shelf cables to connect and communicate with current computers. No downtime or large costs for proprietary cable replacement.
The Portable Coordinate Measuring Machine shall mount using an industry standard 3.5" threaded collar with 8 threads per inch to be compatible with Brunson heavy‐duty stands. Optional mounting methods such as vacuum bases, and magnetic mounts shall also be available. No tools shall be required to mount or unmount the arm from the threaded collar.
The Portable Coordinate Measuring Machine shall be provided with wall plug in adapters and must be capable of running off two hot‐swappable onboard batteries to allow for continuous operation. It shall be compatible with universal worldwide voltages (100‐240VAC, 47 to 63 Hz). The device shall automatically sense the voltage and ensure it can be powered safely.
Portable Coordinate Measuring Machine shall have storage hook for docking
The Portable Coordinate Measuring Machine shall have the following physical, range and measurement envelope:
Diametrical Length: Equal to 2.5m, 3.5m or 4m
Unlimited working range with the use of a control network
The Portable Coordinate Measuring Machine shall operate and hold calibration within the following environmental conditions:
Humidity: 0% to 95% non‐condensing
Operating Temperature: 10C to 40C (50F to 104F)
Rate of temperature change: 3 C/5 min (5.4 F/5 min)
The North American Industry Classification System is 332216. Reimbursements will not be made for any cost associated with providing information in response to the sources sought or any follow-up information request. The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of members of both the Small Business Community, to include Section 8(a), Historically Underutilizes Business Zones (HUBZone), Service Disabled Veterans-Owned Small Business (SDVOSB), and Economically Disadvantaged Women Owned Small Business's (EDWOSB) to compete for this requirement.
Any information received will be reviewed for informational purposes. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must determine and ensure there is adequate competition among the potential pool of interested, capable commercial companies.
