Description

Purpose of the services: studies carried out by an approved expert in the management of polluted soils - framework contract. Investigation of soil and water quality at various BEP Environnement sites in the Province of Namur. This contract is a framework service contract for the investigation of soil and water quality, including preliminary studies (historical studies), at various BEP Environnement sites, in accordance with the decree of 1.3.2018 on soil management and remediation and the CWBP (Walloon Code of Good Practices). Different orders may be placed with the successful tenderer on the basis of the positions defined in the technical clauses, depending on the needs of the contracting authority. Among these orders, let us mention in particular: - the conduct of complete and CWBP-compliant preliminary and historical studies to identify potential sources of contamination, - if potential sources are identified at the preliminary study stage, the conduct of comprehensive guidance studies in accordance with the Guidance Study Reference Guide (GREO), including all field work, sampling and analyses, - if contamination is identified at the EO stage, the performance of complete characterisation studies in accordance with the Reference Guide for Characterisation Studies (GREC) including risk studies; including all field work, sampling and analyses, - the implementation of complete sanitation projects, in accordance with the Reference Guide for the Sanitation Project (GRPA), - the drafting of technical clauses to select a company to carry out the sanitation works, - the monitoring of any sanitation works and the establishment of a final inventory in accordance with the GREF (Reference Guide for the final evaluation), - the monitoring and monitoring of groundwater that could be requested by the administration; including sampling and analysis, - the preparation of baseline reports under the FDI Directive. These various studies will mainly be carried out in the following areas: - renewal of environmental permits for the various recycling and waste transfer centres (if these activities are included as risky in the implementing decree), - introduction of a single permit for infrastructure extension projects (waste transfer centre or recycling centres) when the sites are included in the BDES (Soil Condition Database) and the works have an impact on the soil, - the preparation of baseline reports for FDI sites, - the preparation of soil studies for municipalities that would establish specific agreements with BEP Environnement, - the cessation of activities on certain recyclparks, - the acquisition/sale of possible land. These studies should ultimately lead to a soil control certificate. At each request of the contracting authority, the successful tenderer shall define the presumed quantities necessary according to the site to be investigated and the needs, on the basis of the items defined in the technical clauses of this contract. In the event of a request for additional fees from the administration (Direction de l'assainissement des sols) following the submission of a study, no additional fees may be requested in order to complete a study in accordance with the CWBP. In the event of a change in legislation before the end of the contract, the bidder will be required to comply with the administration's instructions as to whether the assignment can be continued under the old regime or whether it must comply with the new legislation.
