Germany - Police patrol boats

Description

The contract comprises the planning, design, manufacture and delivery of police boats for use on the Rhine ("Rhine patrol boats") and for use on the canal ("canal patrol boats"). In 2021, one Rhine patrol boat and one canal patrol boat will be called off. From 2022 onwards, at least one police boat will be called up per calendar year as a Rhine patrol boat or as a canal patrol boat. The requirements of the NRW Water Police are estimated to be at least five police boats. During the term of this framework agreement plus optional extension periods, a total of up to 14 police boats can be ordered - depending on the concrete demand and the available budget funds.
The subject matter of the contract with regard to both the Rhine patrol boats and the canal patrol boats is the planning, design, manufacture, successful testing as well as the transfer and handover of one Rhine patrol boat and one canal patrol boat each in 2021 as well as at least one police boat (Rhine patrol boat and/or canal patrol boat) to the North Rhine-Westphalia Water Police at the Duisburg Police Headquarters per calendar year from 2022.The Contractor shall be commissioned as required by placing an individual order with reference to the framework agreement to be awarded here and its annexes plus the following specifications:- concrete designation of the subject of the order (design variant Rhine patrol boat or canal patrol boat)- number of units- designation of the delivery period- specification of the concrete handover/acceptance date,- net individual price for the concrete subject of the order.The Ordering Party is entitled to call for services until the last day of the term of this framework agreement, i.e. the Ordering Party has the possibility to place an order for a maximum of two additional police boats even on the last day of the contract term. The provisions of this framework agreement shall continue to apply to an individual order whose order date is within and whose delivery date is outside the term of this framework agreement.During the term of this framework agreement - depending on the specific requirements and the budget funds available - a total of up to a maximum of 14 police boats can be ordered.By means of the framework agreement put out to tender, the Client undertakes to commission the Contractor with the manufacture and delivery of the following police boats before the end of the calendar year 2021:- 1 Rhine patrol boat- 1 canal patrol boat (together "minimum order quantity for 2021").Furthermore, the Client undertakes to commission one additional police boat per calendar year (the period from 01.01. - 31.12. of a year is deemed to be the calendar year) during the term of the framework agreement with effect from the beginning of the calendar year 2022 ("annual minimum order quantity"). The respective required design variant (Rhine patrol boat or canal patrol boat) will be communicated when placing an individual order.In addition to the annual minimum order quantity, the client has the option to order a further police boat (Rhine patrol boat or canal patrol boat) from the calendar year 2022. A maximum of two police boats can be ordered per calendar year thereafter. The contractor has no right to call off a quantity in excess of the minimum annual order quantity or to claim compensation, nor does it have a right to reject an individual order.The details of the technical requirements for the boats can be found in the specifications for the Rhine patrol boat and canal patrol boat, which are part of the tender documents.
