Description

The subject of the contract is: a) delivery, installation, commissioning and implementation of ETCS level 1 and 2 on-board equipment together with GSM-R Baseline 2.3.0d system for operation on Siemens ES 64 U4 "Husarz" locomotives operated by "PKP Intercity" S.A.b) maintenance service within the scope of all required inspection activities.2ETCS equipment and the way it is tested shall meet the requirements of Commission Regulation (EU) 2016/919 of 27.5.2016 on the technical specification for interoperability relating to the control-command and signalling subsystems of the rail system in the European Union (OJ L 158, 15.6.2016) and shall provide a document authorising the placing in service of the functional specifications of ERTMS/ETCS level 1 and level 2 system together with GSM-R Baseline 2.3.0d adopted and published by the European Railway Agency.3The Contractor shall deliver ETCS equipment in accordance with the UNISIG SUBSET-026 system specifications (SRS version 2.3.0d) and the Contractor shall also ensure that the system allows for updates due to changes resulting from regulations or experience with the operation of the system as announced by the European Railway Agency (ERA); Hardware offered for installation of the ERTMS/ETCS system shall enable the system to be subsequently upgraded to Baseline 3, without prejudice to the possible need to replace certain components installed under the Agreement.4.A detailed description of the subject matter of the contract and conditions of performance is included in the model contract attached as Appendix No. 1 to the ToR together with a description of the subject of the contract.5. The subject of the contract as regards the delivery, installation, commissioning and implementation for operation of level 1 and 2 ETCS on-board equipment together with GSM-R Baseline 2.3.0d system on locomotives type SIEMENS ES 64 U4 "Hussars" operated by "PKP Intercity" S.A. will be completed within 24 months from the date of conclusion of the contract.6Subject of the maintenance service contract for all required inspection activities within 36 months from the date of signing the final acceptance protocol for a given locomotive by authorized representatives of the Contractor and the Contracting Authority or recognising it as signed in accordance with the Agreement, calculated for each set separately for 10 ETCS devices.
