Description

The subject of the contract is the delivery of consumables for SA108, SA132, SA134, SA139, VT628 rail buses and electric traction vehicles EN57, EN76 and 48WE to the maintenance points of the ordering party's rolling stock, the type, description and conditions of delivery of which are specified in Annex 2 (2.1-2.5) (Price Form) and Annex 4 (4.1-4.3) (Model contract) to this ToR.
Offered consumables must: - strictly comply with the requirements specified in Annex No. 2.1 to ToR, - be brand new, free from defects, as well as unencumbered by third parties, - meet the relevant quality requirements and the requirements of European standards or Polish Standards transposing European standards, - contain a designation specifying: type, quantity, product name, manufacturer, packaging capacity, date of manufacture, - be manufactured not earlier than 12 months before the date of order execution, - have quality control document 2 on delivery.1 (the requirement for a quality control document has been specified for each assortment item and indicated in the Price Form constituting Annex 2.In accordance with art. 29 par. 3 of the PPL Act, the contracting authority allows delivery of equivalent consumables, i.e. consumables corresponding to the products specified in the Price Form constituting Appendix 2.All information concerning equivalent solutions which, due to the limited number of characters possible to be entered in the Notices, are not included in the ToR in force in this procedure, available on the contracting authority's purchasing platform indicated in item I.3. notices. Offered consumables must: - strictly comply with the requirements specified in Annex 2.2 to ToR, - be brand new, free from defects and not encumbered with third party rights, - meet the relevant quality requirements and the requirements of European standards or Polish Standards transposing European standards, - contain an indication specifying: type, quantity, product name, manufacturer, packaging capacity, production date, - be produced not earlier than 12 months before the order completion date, - have a quality control document 2 on delivery.1 (the requirement for the quality control document was specified for each assortment item and indicated in the Price Form constituting Annex 2.2 to the ToR) issued on the basis of the standard PN EN 10204:2006 or an equivalent standard meeting the requirements of the TSI, which should be referred to and according to which compliance of the goods with the issued certificate/document should be ensured. Offered consumables must:- strictly comply with the requirements specified in Annex 2.3 to ToR, - be brand new, free from defects and not encumbered with third party rights, - contain marking indicating: type, product name, manufacturer's name, packaging capacity, production date, - meet appropriate quality requirements and requirements of European standards or Polish Standards transposing European standards, - be produced not earlier than 6 months before the order completion date, - have quality control document 2 on delivery.1 (the requirement concerning the quality control document has been specified for each assortment item and indicated in the Price Form constituting Annex 2.3 to the ToR) issued on the basis of the PN EN 10204:2006 standard or an equivalent standard meeting the requirements of the TSI, which should be referred to and according to which compliance of the Goods with the issued certificate/document should be ensured,- upon delivery, have a current safety data sheet - drawn up in Polish, in accordance with Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006. on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC (OJ EU. L. of 2006, No. 396, p. 1, as amended) with regard to all substances covered by the Agreement, which the above mentioned Regulation applies to. Pursuant to Art. 29 par. 3 of the PPL Act, the contracting authority permits the supply of equivalent consumables, i.e. consumables corresponding to the products specified in the Price Form constituting Annex 2.3 to the ToR, provided that they meet the functional requirements specified for the subject matter of the contract.All information concerning equivalent solutions which, due to the limited number of characters that can be entered in the notice, are not included in the ToR in force in this procedure, available on the contracting authority's purchasing platform indicated in item I.3 notices. Offered consumables must: - strictly comply with the requirements specified in Annex 2.4 to the ToR, - be brand new, free from defects and not encumbered with third party rights, - meet the relevant quality requirements and the requirements of European standards or Polish Standards transposing European standards, - contain a designation specifying: type, product name, manufacturer, packaging capacity, date of production, quality class (according to API), viscosity class (according to SAE), - be produced not earlier than 12 months before the order completion date, - have a quality control document 2 on delivery.1 (the requirement for the quality control document has been specified for each assortment item and indicated in the Price Form constituting Annex 2.4 to the ToR) issued on the basis of the PN EN 10204:2006 standard or an equivalent standard meeting the requirements of the TSI, which should be referred to and according to which compliance of the goods with the issued certificate/document should be ensured,- upon delivery, have a current safety data sheet - drawn up in Polish, in accordance with Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006. on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC (OJ EU. The consumables offered must:- strictly comply with the requirements specified in Annex 2.5 to the ToR, - be brand new, free from defects, as well as not encumbered with third party rights, - meet the relevant quality requirements and the requirements of European standards or Polish Standards transposing European standards, - contain a designation specifying: lining number, quantity, serial number, weight, date of manufacture,- be of high quality, intended for intensive use by rail vehicles travelling at speeds up to 200 km/h and meet the requirements of UIC card 541-3 Frein - Frein à disques et leur utilisation - Conditiones gėnėrales pour I'admssion de garnitures de fron, 8th edition 2017. (Brakes, disc brakes and brake linings. General conditions for the approval of brake linings),- upon delivery, hold a certificate of approval for the operation of a typical component of a railway vehicle (rail vehicle) issued by the Railway Transport Office (UTK) or the General Railway Inspectorate (GIK), valid at least for the duration of the contract or any other document issued by an authorised body confirming the product's approval for railway use (e.g. be produced not earlier than 18 months before the order completion date, - have a quality control document 3.1 on delivery (the requirement for the quality control document has been specified for each assortment item and indicated in the price form constituting Annex 2.In accordance with art. 29 par. 3 of the PPL Act, the contracting authority allows the delivery of equivalent consumables, i.e. Pursuant to art. 29 par. 3 of the PPL Act, the contracting authority permits the delivery of equivalent supplies, i.e. consumables corresponding to the products specified in the Price Form attached as Annex 2.5 to the ToR, provided that they meet the functional requirements specified for the subject matter of the contract. Any information on equivalent solutions which, due to the limited number of characters possible to be entered in a notice, are not included in the ToR in force in this procedure, available on the contracting authority's purchasing platform indicated in item I.3 notices.
