Description
In order to stimulate innovation, availability and user-friendliness, it was decided to open up the digital parking and access market in Antwerp to all interested market parties (providers). These providers can then collect parking rights, travel rights and/or access rights (hereinafter also referred to as 'Rights') from end users at the expense and risk of the respective provider, but in the name of and for the account of MPA (or other area managers appointed by MPA if necessary). This is the so-called Multi-Provider Platform (MPP). The MPP uses the Antwerp Parking and Access Register (APTR), a database developed to support the MPP. See the published invitation document for all relevant information. This call concerns the third call for participation.
The city of Antwerp has the ambition to optimise and maximise the digitisation of parking in the city. In order to achieve this, at the end of 2018 a thinning out of the parking machines was implemented and in the meantime there is a strong focus on digital (parking) rights and future innovations in that respect. In order to stimulate innovation, availability and user-friendliness, it was decided to open up the digital parking and access market in Antwerp to all interested market players (providers). These providers can then collect parking rights, movement rights and/or access rights (hereinafter also referred to as 'Rights') from end users at the expense and risk of the respective provider, but in the name and on behalf of MPA (or other area managers designated by MPA, if applicable). This is the so-called Multi-Provider Platform (MPP). The MPP makes use of the Antwerp Parking and Access Register (APTR), a database that has been developed to support the MPP. Each provider that joins the APTR chooses which available Rights it will grant to end users in the name and on behalf of and for the account of Mobiliteit en Parkeren Antwerpen, Stad Antwerpen and/or, where applicable, an area manager designated by Mobiliteit en Parkeren, in order to subsequently collect these rights from end users. End users will always be free to choose through which provider they acquire their rights. In addition, the provider is free to grant rights for all or part of the territory of the city of Antwerp. the conditions set by Antwerp Mobility and Parking have been laid down in an entry agreement. The conditions of the entry agreement are non-negotiable and are applied equally for each provider. See the published invitation document for all relevant information.
