The Emissions Research and Measurement Section (ERMS) of Environment and Climate Change Canada (ECCC) has a requirement for one Organic and Elemental Carbon Analyzer (hereinafter referred to as The Analyzer), including installation, commissioning, training and documentation, to enable the determination of organic and elemental carbon composition from particulate derived from vehicle exhaust emissions. The ERMS requires this equipment to quantify the emissions of elemental carbon (also referred to as black carbon, which is an important climate forcing pollutant), and the organic carbon content of particulate emissions from various transportation sources. This analysis is required to support potential regulatory development of low carbon fuels and to improve inventories of black carbon emissions. The Analyzer must meet all of the mandatory technical requirements as specified in Annex A of the Request for Proposal. All of the following must be included:
-Organic and Elemental Carbon Analyzer
-Analyzer controller system
-Installation
-Warranty
-An option to purchase a second year of software maintenance and support
-On-site training
-Documentation
-Two year option to purchase an Autoloader
