Description

The city of Delmenhorst is an independent city with a population of approximately 82,000. Around 2,800 children under the age of six are currently cared for in 28 daycare centers. Delmenhorst is a medium-sized center with a challenging social structure and, together with Wilhelmshaven, has the highest child poverty rate in Lower Saxony.In this context, the daycare centers have an important task, not only as early childhood educational institutions, but also as places of support, health, equality and participation for all children.Due to the changing conditions of society for decades and the changing childhood, prevention modules have been developed, expanded and evaluated in Delmenhorst since the 1990s.Especially for children of kindergarten age, prevention measures were developed that are unique in Germany. This has been possible because the existing landscape of providers has initiated and further developed offers together in a targeted and cross-agency manner. In order to continue to be well equipped to meet the changing social conditions, the future development of early childhood care and education is an important goal of the Association of Child Day Care Centers and requires the willingness of all providers to participate in the corresponding working and steering groups.As an independent city with short distances, all facilities in the elementary sector are very well networked with each other. The daycare providers meet several times a year in a well-functioning provider working group, which is a working group of the TAG according to § 78 SGB VIII.In the past years, the following topics, among others, have been worked on and decided within the framework of the association:- standardization of parental contributions and admission criteria for kindergarten and after-school care places,- the central allocation of daycare places by the city and the establishment of a central online registration procedure,- inclusion was formulated as a common goal and the expansion of integration groups and groups according to the Delmenhorst concept (Delko) was taken into account in the daycare demand planning.In the present award procedure, a carrier is sought for a day care center with 3 kindergarten groups in Delmenhorst for a contract period of 10 years. The current intention is to expand the daycare center by two additional care groups starting in the 2027/2028 kindergarten year.
The city of Delmenhorst is looking for an operator who will take over the management of the daycare center by way of a Europe-wide tender. The operator is sought for a daycare center with 3 daycare groups in Delmenhorst, Westfalenstraße, 27749 Delmenhorst. The aim is to start operations on 01.08.2024. The current intention is to expand the daycare center by two additional care groups from the 2027/2028 kindergarten year.The Wollepark redevelopment area is to undergo extensive restructuring of the public space as part of the Socially Integrative City community initiative. Since the implementation timeline in this context is expected to be medium-term, a daycare center in the form of a mobile building will be temporarily erected on the area to be developed. In the course of the holistic neighborhood development by means of an expression of interest procedure including an investor model, a daycare center to be built permanently is planned so that the temporary care groups will move to the daycare center to be built at the appropriate time (presumably 2027) without losing any care services. The temporary mobile buildings will be for three elementary groups. The subsequent permanent daycare center will provide care for up to five groups. This approach will allow for the timely provision of childcare spaces without restricting the area to be developed.Group care hours will be offered in the mornings, afternoons, or full days, depending on parent demand. In recent years, parental demand for three kindergarten groups (3-6 years) has led to the establishment of two morning groups and one full-day group.To improve the framework conditions for employees in the daycare centers and increase the attractiveness for future employees, the city of Delmenhorst adopted an action program for daycare in mid-2020:The weekly preparation time per group, which is standard in Lower Saxony, was increased from 7.5 hours to 10 hours. In addition, funds are currently available annually per facility for supervision and for further training as well as for health-promoting measures for employees. In addition, the city of Delmenhorst is currently offering funding for further training to become a state-certified educator as part of its specialist staff offensive.The operating agreement initially provides for a term of 10 years. At the end of this period, the management contract will be tacitly extended if it is not terminated in due time. Each contracting party is entitled to terminate the contract after a period of 10 years, subject to a notice period of 12 months to the end of the kindergarten year (July 31). The City of Delmenhorst, as the owner of the new building yet to be constructed, shall provide the premises, including the outdoor area, to the sponsor free of charge for the duration of the operation of the daycare center for this purpose. The maintenance and management costs of the building are borne by the city of Delmenhorst. The pure operating costs (incl. telephone, expenses as employer and manager, e.g. the annual inspection of the portable electrical equipment, etc.) are compensated by the city on the basis of an annual plan in the form of deductions and later invoiced on a pointed basis.
