This contract action is for services for which the Government intends to solicit and negotiate with only Agriculture, Hawaii Department of, dba Agribusiness Development (AD) under the authority of FAR 6.302-1, since the Pacific Missile Range Facility (PMRF) drainage system is integrated with the State of Hawaii drainage system and AD operates the pumps and performs flood control for the portion of the drainage system maintained by the State of Hawaii. A National Pollution Discharge Elimination System (NPDES) permit is required to operate the pumps and perform flood control measures for drainage at PMRF and AD was the only permit holder. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide maintenance, repair of roads, vegetation control, maintenance and repair of pumps and pumping stations - Kawaiele and Nohili Pumping Stations, maintenance of canals, culverts and embankments, clearing of canals and wet wells (dredging), maintenance and repair of power poles, transmission lines and pole transformers, maintenance of flood gates and flap gates, maintenance of the water level in the wet wells of Kawaiele and Nohili pumping stations, implementation of a PM program for systems and equipment to ensure proper operation, to minimize breakdowns, and to maximize useful life, maintenance of all infrastructure that supports the pumps at the Kawaiele and Nohili pumping Station, possession of a valid NPDES permit for the Contractor area, by an indefinite delivery-indefinite quantity (IDIQ) type contract which consists of recurring and non-recurring work items. Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 221310 and the annual size standard is $27,500,000.00.  The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised.  The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. Interested parties may identify their interest and capability to respond to the requirement within 15 calendar days after date of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, inquiries received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
