Description

This correspondence constitutes a letter solicitation to add items to the Parker-Hannifin Corporation Captains of Industry (COI) contract(s). Be advised, however that this requirement has been advertised on the SAM.gov website for viewing by the general  public. In the event another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal  solicitation will be issued to accommodate the supplier. 
In reply, please reference Solicitation Number SPRRA1-24-R-0042. This letter solicitation is issued for the purpose of adding five (5) National Stock Numbers (NSN’s) identified on Enclosure 1. The Government requests your best pricing and delivery terms for the  NSN’s attached to this letter for Ordering Periods 4, 5, 6, 7, and 8. NSN specific requirements are identified in Enclosures 1 and 2  (First Article Testing (FAT), SNRR, TAMMS-A, IUID, Serial Numbering, Production Lot Testing, and Contractor Furnished Reusable  Containers). Additional clauses may be required for special requirements listed above but will be addressed on a case-by-case  basis as applicable. The price and delivery proposed may be negotiated upon closing of this solicitation. Enclosure 1 provides  estimated annual demands as provided by our customer, however the Government reserves the right to order based on current  demand. For non-commercial items exceeding the $2,000,000.00 threshold, Certified Cost and Pricing Data must be submitted and  in accordance with Federal Acquisition Regulation 15.408 Table 15-2. 
The Government requests the following to be included with your proposal:

Procurement Award Justification (PAJ) with all related details contributing to your analysis to support price  reasonableness.
Long-Term Agreements (LTAs) with all related details contributing to your analysis to support price reasonableness.
Submittal of your Consolidated Bill of Material (CBOM) at the lowest level of detail. Additionally, all OEM’s must provide a comprehensive CBOM that consolidates parts from all different levels.

If Parker-Hannifin Corporation intends to submit a FAT waiver, this needs to be submitted as soon as possible. In the event the  proposal is received without pricing for FAT or a previously approved waiver the proposal will be deemed inadequate. All CSI parts  will require the cost to perform testing to be included in the proposal in addition to a FAT waiver. 
Any resultant award from this solicitation shall be made under subsumable contract number SPE4AX-21-D-9403 (Military Unique  Items) or subsumable contract number SPE4AX-21-D-9402 (Commercial Items) and in accordance with the terms and conditions  set forth in the COI contract number SPE4AX-21-D-9401. Claims of commerciality must be submitted prior to proposal submission.  Any part that has not previously been deemed commercial by the Government will be submitted to the Defense Contract  Management Agency’s Commercial Item Group for an official determination. If the item determination is not completed prior to  receipt of proposal DLA will proceed with a FAR 15 award for the current ordering period and a commercial award can be discussed at a later date.
An expedient reply is requested. However, the closing date for the referenced solicitation is no later than the close of business on 10 July 2024. Please send your proposal in writing. All efforts will be made to issue a DLR-add modification to the basic contract as quickly as possible.
