Notice of Intent to lease space using other than full and open competition.

The U.S. Department of Army, Army Corps of Engineers intends to award a superseding lease to U.T. Systems (UTS), 210 W. 7th Street, 14th Floor, Austin, TX 78704 under the authority of 10 U.S.C. 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A). Only one responsible source and no other supplies and services will satisfy agency requirements.
The Agency has a requirement to lease approximately 54,000 square feet of office space in downtown Austin, Texas, located in proximity to industry and technology, with stringent physical security and information technology upgrades in place to allow the Army to achieve Full Operating Capability on or before 30 September 2019. Continuation in the same facility will ensure no interruption or impact to Army mission and result in extensive cost savings to the Army due to the existing security and technology upgrades at the present location.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES OR A SOLICITATION FOR OFFERS. However, any owner who believes it has a facility that would satisfy the above requirements may submit a written proposal with supporting evidence. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award of any contract.
