Description
Supply, fitting, replacement and repair of tyres, wheels and specialist accessories for cars, trucks, buses and trailers in the following lots:Lot 1: Service on vehicles up to 6t gross vehicle weightLot 2: Service on vehicles over 6t gross vehicle weightThe client has more than 33,500 vehicles in use throughout Germany, consisting of different types of vehicles. These are made up of different vehicles. These include, for example, standard cars and trucks as well as off-road vehicles in different weight classes. Weight classes. Examples:Passenger cars: VW Golf, Skoda Fabia, Opel Astra, BMW 3 series, Audi A6VAN: VW Caddy, T5, Multivan, MB Vito, Renault TrafficVans and light trucks: MB Sprinter, Fiat, Fiat, Renault, Renault Traffic Trucks: MB Sprinter, Fiat Ducato, VW Crafter, Renault MasterTrucks: MB Unimog U5023, MB Arocs, Iveco 150 Euro Cargo, Iveco Trakker, MAN TGA, Scania tractor unitCOM: Iveco Daily 45E, Iveco Daily Minibus, Evobus Intouro, Evobus TourismoTrailers: car transport trailers, flatbed trailers, lowbed trailers, The customer requires tyres, complete wheels, wheel accessories and related services such as wheel changes, disposal of used tyres, storage of tyres. The contractor must ensure the provision of services in the whole of the Federal Republic of Germany. The contracting authority intends to conclude a separate framework agreement with the maximum of 5 most economical bidders per lot for the provision of the services put out to tender - The scope of supply includes summer tyres, winter tyres, off-road tyres, complete wheels and wheel accessories. In addition, the following services are to be provided All services can also be provided as a mobile service, provided that the customer has given prior written approval for this. All tyres, complete wheels, wheel accessories and tyre service-related services must comply with the statutory framework conditions of the StVZO (Road Traffic Licensing Regulations) and the UN/ECE regulations (in accordance with the Official Journal of the European Union). The European Union has introduced the EU tyre label bindingly and identically for all EU member states by regulation (No. 1222/2009). It applies to passenger car tyres, light commercial vehicle tyres and heavy commercial vehicle tyres produced after 01.07.2012. The contractor is obliged to comply with this regulation if it applies to the respective tyres and complete wheels. This regulation will be replaced on 01.05.2021 by regulation no. 2020/740 - EU tyre label. Only tyres and complete wheels approved by the vehicle manufacturer and/or provided with an ABE or EC approval for the corresponding vehicle model may be used. The same applies to wheel accessories. The contractor must provide the data of the previous month in writing on the basis of an Excel or csv file. This reporting contains the following two variants:1) Storage reporting:The storage reporting must contain the following data:Vehicle registration number,Vehicle identification number,Tyres (tyre manufacturer, tread designation, tyre width, cross-section, diameter, speed index, load index) or rim (with specification of the dimension),Type of tyre (e.g. summer/winter tyre, only in the case of summer/winter tyres). Type of tyre (e.g. summer/winter tyres, only for stored tyres),DOT marking (only for stored tyres),Last storage (date),Storage location (company address).2) Reporting on service provision:The reporting on service provision with regard to the services and tyre service must contain the following two different data records.Data record 1: In this file, all the data specified under item 6 d. In this file, all services listed under item 6 d. of the service description (services tyre service) must be named and assigned to the quantity provided in the quarter.Data set 2: In this file, all services listed under item 6 d. of the service description (services tyre service) must be named and assigned to the quantity provided in the quarter. Service description (services tyre service) with vehicle reference must be listed in this file.
In addition to the brief description in the subject matter of this invitation to tender, the following applies to lot 1 (servicing of vehicles up to 6 t gross vehicle weight): All the required services must always be provided at the contractor's service centres. In this lot, vehicles up to a permissible total mass of 6t are to be serviced. Optionally and exclusively in exceptional cases, such as a vehicle that is no longer roadworthy due to a puncture, the contractor may also provide a mobile service at the vehicle location. In the case of mobile service at the vehicle location, it may be that this location is in a military facility (barracks). As a rule, access is granted via the passport exchange procedure. In this context, the contractor shall ensure that any person entrusted with the execution of the order carries appropriate identification documents with him at all times. Furthermore, the Contractor shall ensure that only persons are deployed who do not have a nationality according to the currently valid list of states (Annex BMI list of states), as defined by the Federal Ministry of the Interior within the meaning of Section 13 (1) No. 17 SÜG (Security Screening Act). This annex is attached to the tender documents.- ----The current vehicle fleet of the contracting authority at the time of the invitation to tender, which is relevant for the provision of services, is as follows:Cars: 8,083 unitsVans: 5,295 unitsVans: 6,517 unitsOff-road vehicles: 3,147 unitsLight COM: 52 unitsLight trailers: 69 unitsDue to the dynamics of BwFuhrparkService GmbH, the vehicle fleet stated may vary. The vehicle numbers listed are only intended as a guide.The client estimates the following nationwide volume within four years for the entire lot 1 based on his experience:8,870,002.13 EUR- ----In this lot, summer tires, winter tires, complete wheels and off-road tires are required.The fleet also includes "green" vehicles, i.e. vehicles modified for military use. These are usually all-terrain and are designated as off-road vehicles in Lot 1. Particularly in the case of the light off-road vehicles from Lot 1, a number of regulations concerning the fitting of tyres must be observed. These vehicle types must meet the special requirements of the Bundeswehr and are subject to special tests and approvals by the Bundeswehr Technical Services (WTD). In order for the Bundeswehr to be able to fulfil its mission, high demands are placed on the tyres, among other things. These requirements, such as off-road and winter suitability, are developed by the Bundeswehr Technical Services in field tests and published internally to the contracting authority. Therefore, only the tyres allocated in this appendix are to be used for the vehicles listed in the appendix off-road vehicle approval list. The appendix can be found in the tender documents. If there is any doubt regarding the use of tyres, the customer's repair control department must be contacted by telephone or e-mail before the start of the repair work in order to clarify the situation. If the Bundeswehr specifications are not complied with, the Bundeswehr will withdraw approval for the use of the vehicle. Failure to comply with the specifications of the Bundeswehr and the customer will result in the expiry of the vehicle's operating licence.----In order to further promote the environmentally friendly corporate policy of BwFuhrparkService GmbH, the customer attaches particular importance to the use of environmentally friendly materials and technologies and therefore requested tyres with the highest possible energy efficiency class and the lowest possible noise emission.In addition, only so-called "branded and premium tyres" may be used as summer tyres and winter tyres. The client understands by "branded and premium tyres" only tyres for which a tyre test, e.g. from a trade journal or an automobile club, can be presented. In this tyre test the tyre must have achieved at least the grade "2.5", "good" or "recommendable". In addition, the tyre test must not be older than 3 years. With the enclosed self-declaration on the use of branded and premium tyres, which is attached to the tender documents, the contractor guarantees to use only such branded and premium tyres.- ----Contract term:The term of the framework agreements begins with the award of the contract and ends on 28.02.2025. The above provision on the contract term is effective unless the Bundeswehr cancels or terminates its contractual relationship with BwFuhrparkService GmbH prematurely.- ----Due to the character limitation of this form, all further details can be found in the tender documents. The client estimates on the basis of his experience the following nationwide volume within four years for the entire lot 2:5,790,701.22 EUR- ----The fleet also includes "green" vehicles, i.e. vehicles modified for military use. These are usually off-road vehicles and are designated as off-road trucks in Lot 2. These vehicle types must meet the special requirements of the Bundeswehr and are subject to special tests and approvals by the Bundeswehr Technical Services (WTD). In order for the Bundeswehr to be able to fulfil its mission, only multi-purpose tyres (MPT) are required for off-road trucks. MPT tyres (Multi-Purpose Tyres) are exclusively the following tyres:- tyres which bear at least an M+S marking, or- tyres which bear a POR marking (Professional Off-Road).If the new tyres deviate from the tyres currently installed, this must always be agreed with the customer's repair management prior to installation and their written approval obtained. If there are any doubts regarding the use of tyres, the customer's repair management must also be contacted in writing before the start of the repair work in order to clarify the situation. ----In this lot, the customer also requires All Terrain (AT) and Mud Terrain (MT) tyres. These are exclusively the following tyres:- AT tyres (All-Terrain), which are marked with the Three-Peak-Mountain-Snowflake symbol and ensure a proportional use of road 60% to off-road 40%,- MT tyres (MUD-Terrain), which are at least marked with M+S and ensure a proportional use of road and off-road 50% each or predominantly off-road,- ----Um the environmentally friendly company policy d.
