Poland - Non-hazardous waste treatment and disposal services

Description

The subject of the contract is a service consisting in the collection, transport and processing of waste in an installation for the production of alternative fuel classified, in accordance with the current waste catalogue, under code 19 12 12 - Other waste (including mixed substances and objects) from the mechanical treatment of waste other than those mentioned in 19 12 11, produced in RIPOK - ZUO Krosno in the process of mechanical processing and segregation of municipal waste.2The waste will be collected from the Waste Disposal Facility in Krosno at 108.3 Białobrzeska Street. The amount of waste expected to be transferred during the term of this agreement is from 0 to maximum 2 000 Mg x 6 months, i.e. from 0 to maximum 2 000 Mg x 6 months. Maximum 12 000 Mg (daily collection from 0 to 150 Mg - 5 days a week). 4. Waste collection: a) Waste shall be collected in a shredded and/or not shredded form by the Contractor's transport and at the Contractor's expense from Monday to Friday from 6:00 a.m. to 10:00 p.m. The Contracting Authority requires the collection of waste by car: - with a semi-trailer with a movable floor or - with a semi-trailer with a tipper of a "frying pan" type or - with a "hook-lift truck" type or - with containers The Contractor will provide the necessary amount of equipment for the performance of this order enabling its proper performance b) The Contractor will be obliged to collect and process waste in accordance with the applicable law, i.e. this order is conditional, i.e. its performance will take place in a situation in which: 1) the Contractors selected earlier by way of an open tender will not perform the work granted for 2019. 2) due to reasons beyond the control of the Ordering Party, the quantity of waste transferred to the plant will be periodically increased and its collection by existing customers will not be carried out. Due to the urgent need to award the contract in accordance with Article 43, paragraph 2b, point 2, the Ordering Party has set a 15-day deadline for the submission of offers.Justification for shortening the deadline for submission of offers:Legal basis: Article 43, paragraph 2 of the Act on Public Procurement Law: Article 43, paragraph 2 of the Act on Public Procurement. 2b(2) of the Pzp Act Act Act Act Actual justification: the urgent need to award the contract and shorten the time limit for submitting tenders results from the need to guarantee the continuity of the service consisting in the collection, transport and processing of classified waste in accordance with the current waste catalogue - under code 19 12 12 - Other waste (including mixed substances and objects) from mechanical treatment of waste other than those listed in 19 12 11, produced in the RIPOK - ZUO Krosno in the process of mechanical processing and segregation of municipal waste in the installation for the production of alternative fuel. The urgent need to select the Contractor results from the fact that the existing Contractor does not provide the service to the full extent, and also due to the uneven supply of unsegregated mixed waste, the Contracting Authority was not able to predict such a circumstance, and another method of management, including storage of the above mentioned waste is based on Annex No. 4 to the Regulation of the Minister of Economy of 16.7.2015 on the admission of waste to landfill sites (Journal of Laws of 2015, Moreover, the Ordering Party is in the course of OEM modernization works and the accumulation of all works related to OEM modernization prevents the Ordering Party from storing waste on the premises of the Plant.
