This synopsis publication satisfies the requirement at FAR Part 5.2 and constitutes the Government's Notice of Intent to award a sole source modification to Lockheed Martin Corporation (LMC) for the National Cyber Range (NCR) under contract W900KK-14-C-0020.  The NCR contract was awarded on 26 May 2014, as a Sole Source in accordance with 10 U.S.C. 2304(c)(1), per FAR 6.302-1(a)(2)(iii)-Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
 
The contract was awarded to LMC for a period of a one year base and 4 options years for a total of 5 years. The contract includes a provision to extend services not to exceed six months.  The modification will be accomplished using the same authority as the original award, 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii)-Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
 
U.S. Army Contracting Command - Orlando (ACC - ORL), in coordination with the requiring activity, Department of Defense Test Resource Management Center (TRMC), along with the Program Executive Office Simulation, Training and Instrumentation (PEO-STRI) Program Manager Instrumentation, Targets & Threat Simulators (PM-ITTS) Threat Systems Management Office (TSMO), intends to modify contract W900KK-14-C-0020 with LMC on a sole source basis in support of the NCR program.
 
The objective of the NCR effort is to support TRMC requirements through management and technical analysis services in matters of cyber security test and evaluation (T&E) and training, research and engineering strategy, creation and integration of NCR capabilities, and cyber T&E development support to the Department of Defense (DOD). 
 
The place of performance is at Lockheed Martin Rotary and Mission Support in Orlando, Florida.  Scope of the contract includes the continuation of updates to the NCR technical architecture that addresses and incorporates solutions for known end of life/end of support or sale (EOL/EOS) issues, leading to conduct of a security Assessment & Authorization to obtain an Authority to Operate (ATO) for the NCR architecture.  A Technical Data Package shall be delivered in accordance with the schedule and is not currently available for dissemination to industry.
 
The NCR provides an operating environment capable of addressing the impacts of cyber-attack on computer networks, systems of systems, and various wide area networks up to and including representations of the Global Information Grid (GIG) and World Wide Web (WWW).  Replicating the complexity of thousands of globally interconnected network systems is a challenge faced by researchers developing tools to protect our nation against the growing threat of cyber-attacks.  Sophisticated attacks as well as adaptive malware have the ability to devastate defense and commercial networks.  The contract will maintain sufficient continuity of effort in response to ongoing and increasing demand for cyber developmental T&E and training efforts across DOD.
 
Any response to this notice must show clear and convincing evidence that competition of this action would not result in substantial duplication of cost to the Government for the start-up, hiring, training, execution and administration of the above support services, or completion of work currently in progress over the estimated period of performance associated with the remaining period of performance for contract W900KK-14-C-0020.
 
Interested and responsible sources may submit a capability statement or proposal, outlining pricing, information showing how the government can recover the anticipated substantial duplication of costs through a competitive action, and demonstrating the ability to meet the Government's needs.  The government will not be responsible for any costs incurred in preparation of any capabilities statements or documents prepared for this notice. Responses must be received no later than the 15th day after this notice is posted (8 May 2019).
