Description

The service relates to the provision of survey and adjustment services (I/O services) in the network area of Stadtwerke Munster-Bispingen GmbH, including materials planning and logistics. As part of the survey, the contractor shall provide the necessary advance services for the subsequent adjustment of the gas appliances (GVG). The subsequent contractor's services shall include the identification and documentation (electronic / written) of all GVGs behind the gas house connections, the inspection of each GVG for defects, including the gas and flue gas connections, as well as their photographic documentation, if applicable, the flue gas analysis, the adjustment in the event of overload or underload and the labelling of the GVG, including stickers with a printed flue gas measurement report. The purchase order and logistics of the material required for the adjustment must also be transferred. The site managers appointed by the company owe the complete review of all I/O measures in the corresponding software for plausibility. The later contractor must coordinate the performance of the services with the other project participants (in particular with the project manager, the other I/O companies and the quality assurance company). The exact performance requirements will result from the tender documents made available to tenderers admitted to the negotiated procedure. The services provided by the I/O company are based on the requirements of DVGW regulations G 680, conversion and adaptation of gas appliances, G 676 B1 - qualification criteria for conversion, adaptation, control companies and project management (engineering companies), G 106 - qualification requirements for specialists for the conversion of gas appliances in the context of a change in the gas composition; training plan and G 695 - quality control of conversion and adaptation measures for gas appliances. The client expressly wishes the participation of several bidders in the performance of the I/O services. Therefore, bidders will be allowed to apply for partial quantities defined as follows:Bidders may offer a partial quantity lot of a minimum of 1,000 GVG and a maximum of 5,500 GVG. In between, partial quantities can be offered in steps of 1,000 (e.g. 2,000, 3,000, 4,000 GVG, etc.). The maximum scope of the quantity lot offered shall be expressly noted in the offer of the tenderer. For reasons of comparability, the price of 1,000 GVG each will be used as the basis for the subsequent evaluation of the bids. The maximum number of devices to be processed, 5,500 GVG, shall be limited in order to ensure the greatest possible competition and the timely implementation of the overall project. In particular, several bidders are to be given the opportunity to acquire references so that a sufficient number of qualified bidders are also available for future L/H gas adaptation projects. It should be noted that, according to the case-law of the Düsseldorf Higher Regional Court, tenders submitted in breach of the procurement law principle of secret competition must be excluded (see Düsseldorf Higher Regional Court; decision of 4.2.2013,VII Verg 31/12).
